HUSTON, CITY MANAGER POLICE DEPARTMENT AWARD A BID FOR EIGHT POLICE PATROL UNITS 11 RECOMMENDATION . That Council award the bid for eight 1999 Ford Cro~m Victoria vehicles for marked police patrol to Wondries Chevrolet of Alhambra, California in the amount of $183,168.00 plus tax. . That Council award the bid for conversion of the eight marked police units to Pursuit Technologies of Buena Park, California in the amount of $33,494.00 plus tax. o That Council authorize the Police Department to acquire two Mobile Audio Video Systems from Kustom Signals, Inc. Lenexa, Kansas in the amount of $5,210.00. FISCAL IMPACT 1. $170,870.00 plus applicable taxes from the Equipment Replacement Fund 2. $51,002 plus applicable taxes from the Police Vehicle account BACKGROUND In FY 98~99 it is necessary to replace six marked police units due to a combination of high mileage and service history. Due to increased need for marked police units for Patrol, two additional vehicles were authorized for the Police Department during mid-year budget review. Wondries Chevrolet has vehicles available under the cooperative purchase provisions of Los Angeles County bid #200205, in the amount $22,896 per vehicle plus tax. We have utilized this vendor for several years with excellent service. Several of the vehicles are in stock so they William A. Huston, City l,.,mager April 19, 1999 Page 2 can be delivered immediately that will assist in the conversion process in putting the vehicles into service. Bids were requested for unit conversion. Three companies responded, two of which were consistent with the existing police department specification. Through testing, the Police Department has found the Code 3 lightbar to be superior in light emitted and direction of light emitted to the Federal product. For safety reasons this is the Department's equipment of choice. Pursuit Technologies of Buena Park was the iow bid for the Code 3 hghting equipment. It is recommended that Council authorize the conversion to be completed by Pursuit Technologies at a cost of $4,186.79 per unit. Two additional Mobile Audio Video Units are necessary to complete the conversion of the new units for field service. Council authorized purchase of five new Mobile Audio Video units in January, 1999, as a part of an annual updating process. It is requested that authorization be granted for this purchase. Attached for information is the quote from Wondries Chevrolet, a recap of the quotes received for the unit conversions, and information on the recently purchased Mobile Audio Video Systems. HUSTON, CITY MANAGER POLICE DEPARTMENT MOBILE AUDIO VIDEO EQUIPMENT REPLACEMENT SLrMMARY RECOMMENDATION Authorization be granted to purchase five Kustom Signals "Eyewitness" Mobile Audio Systems, from Kustom Signals, Inc., 9325 Pflumm, Lenexa, KS 66215-3347. FISCAL IMPACT $25,525.00 Plus applicable tax (Budgeted Item) #010-400-5020-9800 BACKGROUND The police department has installed Mobile Audio Video Equipment in each of its 23 marked patrol units. Three units were installed in June 1993, as demo units and the remaining 20 systems were purchased and installed in the first quarter of 1994. The department has currently one Kustom Signals "Eyewitness" System, which was installed in November 1996. The Mobile Audio Video Equipment has proven its worth time after time. Through the video and audio recording of incidents street police officers encounter, it eliminates the majority of questions and provides a factual foundation for evaluating many of the incidents which may arise in the field and differences of opinion that occur as to circumstances and procedure. This tool has served the City well in its defense on numerous lawsuits and criminal cases which do not go to court because of the factual evidence available. Due to the service life of this equipment, an orderly replacement must be implemented. It is recommended that five units per year be replaced for the next five years which will completely modernize our patrol fleet at the least fiscal impact per year. William A. This is a significant record in that these police traits and the Mobile Audio Video Equipment are on the road 24 hours a day, seven days a week. The serviceability and durability of this equipment cannot be questioned. The ongoing maintenance needed to keep these units in tip-top shape is performed by a local company (Glendora). Their response and service has been excellent. Kustom Signals will also offer, as part of the purchase price, two years free maintenance which would have a after-market value of $420 per unit. Eagleye Technologies, Mobile Vision, and Skaggs Companies, Inc. all utilize the depot service method, where defective equipment must be returned to the factory for repair. All are out of state. Our prior experience with this type service has shown it to be labor intensive and not timely. Mobile Vision and Eagleye offer only one year of warranty included. Based on the proven reliability and level of service provided by the authorized representative for Kustom Signals, it is the opiniOn of the department that the extra expenditure is more than warranted for this level of performance.
