HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER SERVICES DIVISION AUTHORIZATION TO ADVERTISE FOR BIDS FOR CONSTRUCTION OF WELL SITE FACILITIES UPGRADES (CITY PROJECT NO. 600077) SUMMARY This action is a request for authorization to advertise for bids for construction of the Well Site Facilities Upgrades. RECOMMENDATION It is reconnnended that the Tustin City Council adopt Resolution No. 99-20 approving plans and specifications and authorizing advertisement for bids for the subject project. FISCAL IMPACT The engineers estimate for this project is $789,000. There is currently $994,300 remaining in the 1998/99 budget allocated for completion of this project. BACKGROUND The construction of the well site facilities upgrades was budgeted as a Water Capital Improvement Program project within the current Fiscal Year and is one of the Phase II projects to be constructed under the Program Management Contract with ASL Consulting Engineers. City Project No. 600077 consists of the following work at the Beneta, Pankey, Prospect, Tustin Avenue, Walnut and Yorba Well Sites. · Replacement of substandard high voltage electrical panels. · Replacement of deteriorated existing perimeter well site enclosures (fences and block walls). · Removal and replacement of obsolete or ineffective sand separation piping and tanks. · Addition of dry tablet swimming pool-type chlorinators at Walnut and Yorba Wells. · Addition of site paving and landscaping where necessary. Construction of these'improvements will emhance safety at the existing sites, improve the electrical reliability and enable the maintenance of a chlorine residual throughout the distribution system for the protection of public health. DISCUSSION On May 19, 1997 the Tustin City Council authorized MacDonald Stephens Engineers, Inc. (MSE) to prepare plans and specifications for the subject,well site facilities upgrades. MSE has completed the plans and specifications which have been reviewed and approved by ASL and City staff. Veeh Water Services Manager 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 99-20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE CONSTRUCTION OF THE WELL SITE FACILITIES UPGRADES (CITY PROJECT NO. 600077), AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract construction of well site facilities up~ades at the Beneta, Pankey, Prospect, Tustin Avenue, Walnut, and Yorba well sites; mad WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer be and are hereby approved as the plans and specifications for: Construction of the Well Site Facilities Upgrades, City Project No. 600077 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications; BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities.
