HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT APPEAL OF CONDITIONAL USE PERMIT 98-007 & DESIGN REVIEW 98-007 SUMMARY:'Conditional Use Permit (CUP) 98-007 and Design Review (DR) 98-007 are requests to construct a 1,472 square foot drive through oil change facility with three service bays. The property is located at 12972 Newport Avenue on the northeast corner of Newport Avenue attd Old Irvine Boulevard. The property is located within the Retail Commercial (C-J) Zonhtg District. On October 26, 1998, the Planning Commission denied CUP 98-007 and DR 98-007. On November 2, 1998, the applicant appealed the Planning Commission's decision. On January 19, 1999, the City Council remanded CUP 98-007 and DR 98-007 back to the Planning Commission to review an alternative proposal and provide recommendation to the City Council. BACKGROUND At the applicant's request, the Planning Commission continued this item from the February 22, 1999 meeting to the March 22, 1999 meeting. Staff provided notice of a public hearing before the City Council meeting on March 15, 1999.
