PREPARATION OF THE ENGINEER'S REPORT FOR THE TUSTIN LANDSCAPE
SUBJECT: AND LIGHTING DISTRICT LEVY OF ANNUAL ASSESSMENTS FOR FISCAL YEAR
1999-2000
SUMMARY
The attached Resolution No. 99-23 orders the preparation of the Engineer's RePort for the Tustin Landscape ~and
Lighting District Levy of Annual Assessments for Fiscal Year 1999-2000,
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 99-23 which orders the preparation of the
Engineer's Report for the Tustin Landscape and Lighting District Levy of Annual Assessments for Fiscal Year
1999-2000.
FISCAL IMPACT
None. All City costs will be recouped through the levy of the annual assessments for the District.
DISCUSSION
This action will be the initial phase of the process to levy annual assessments for Fiscal Year 1999-2000 for the
Tustin Landscape and Lighting District and orders the preparation of the Engineer's Report. The Engineer's
Report will consider and incorporate applicable provisions of Proposition 218.
The District provides funding for the maintenance of the perimeter landscaping on the arterial highways within the
Tustin Ranch area and for the operation and maintenance of the street lighting on the public streets within the
Tustin Ranch area. A copy of the Landscape and Lighting District Assessment Diagram is attached for reference.
Three additional City Council actions will be required as the process proceeds:
First, the adoption of a resolution approving the Engineer's Report which is tentatively scheduled for
May '17, 1999.
Second, the adoption of a resolution declaring the City Council's intention to provide an annual levy of
assessment which is also tentatively scheduled for May 17, 1999. This resolution will set the date for a
public hearing which is tentatively scheduled for July 6, 1999.

.The third resolution will order the levy of annual assessments outlined in the Engineer's Report for the
1999-2000 Fiscal Year. This resolution will be considered for City Council action after the public
hearing tentatively scheduled for July 6, 1999.

RESOLUTION NO. 99-23
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA ORDERING THE PREPARATION OF AN ENGINEER'S
REPORT FOR THE TUSTIN LANDSCAPE AND LIGHTING DISTRICT
LEVY OF ANNUAL ASSESSMENTS FOR FISCAL YEAR 1999-2000
WHEREAS, it is the intention of the City Council of the City of Tustin to levy annual
assessments for the 1999-2000 Fiscal Year for the Tustin Landscape and Lighting District;
and
WHEREAS, changes in existing improvements have occurred by reason of new
subdivided parcels, new landscaped areas and new street light facilities to be maintained by
said District; and
WHEREAS, Berryman and Henigar (B&H), is under contract to provide professional
engineering services in connection with said District under the direction of the Director of
Public Works/City Engineer.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that the Director of Public Works/City Engineer is hereby ordered to prepare and file, through
B&H the Engineer's Report for the Tustin Landscape and Lighting District Levy of Annual
Assessments for Fiscal Year 1999-2000.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 15th day of March 1999.
