CENSUS 2000 UPDATE
SUMMAR Y: For the past several months, the Community Development Department has been working
closely with the U.S. Census Bureau in preparation for Census 2000. The Census is an important
community effort because for each person not counted by the census approximately $100.00 in
annual federal funding is losL The Community Development Department has prepared this report
to update the City Council on the mOSt recent activities relating to Census 2000.
RECOMMENDATION
That the City Council receive and file this report.
DISCUSSION
Nei.qhborhood Canvassinq
During March and April of this year, Census workers will be canvassing all of the residential
streets in Tustin and updating their address lists and maps. The address lists will be used by the
Census Bureau to mail out census questionnaires in March of 2000.
The Census workers will be grouped into crews of about 14 people. In some neighborhoods,
these individuals will also be conducting brief surveys at every third residence. The purpose of
the survey is to determine whether a resident is aware of any additional residences located to the
rear of the property or to the' rear of either of the adjacent properties. To ensure an accurate
Census count, all residences must be included on the Census address lists and maps.
Local Update of. Census Addresses
Recently, we learned from the Census Bureau that their address data for Tustin and several other
Southern California communities was considerably inaccurate. A Census representative indicated
that their address list was missing approximately 6,000 Tustin addresses. Therefore, the Census
Bureau has agreed to do a special enumeration of Tustin's residential addresses by this summer.
The Community Development Department has been working with the Regional Director to ensure
that we will have the opportunity for a six-week review period to provide feedback and make any
necessary changes.

Partnership and Promotion - Complete Count Committee
The Census Bureau strongly encourages communities to establish complete count committees
and implement various promotional activities. The County has invited the City of Tustin to
participate in their Complete Count Committee. In February of this year, the County asked for our
assistance in recommending community leaders who may be willing to work on this project from
March 1999 to June 2000.
Staff recently developed a list of organizations and companies that may have representatives who
would be interested in participating on the County's Complete Count Committee. This list was
forwarded to the County.
The Community Development Department also will work directly with Tustin Effective Apartment
Managers (TEAM) and target the Southwest area where the potential for undercounting is highest.
It is our understanding that a representative from the local Orange County Census Bureau office
will be contacting Mayor Saltarelli to discuss partnership and complete count committees.
Statistical Areas Program
The StatiStical Areas Program gives communities the opportunity to review and make changes to
the census tract boundaries that will be used for Census 2000. Staff will work closely with the
Census Bureau and the County of Orange so that the proposed boundaries accurately reflect the
new street system in Tustin Ranch and provide for the changes that are proposed on closing
Marine Corps Air Station, Tustin. Census tract boundaries also have implications on the City's
Community Development Block Grant program.
