ADOPTION OF RESOLUTION 99-18 AUTHORIZING THE CITY MANAGER TO
EXECUTE AN APPLICATION AND OTHER DOCUMENTS FOR THE PURPOSE OF
OBTAINING EMERGENCY MANAGEMENT ASSISTANCE GRANT FUNDING
SUMMARY
Participation in the State Emergency Management Assistance (EMA) Program Grant requires the adoption of a
resolution designating certain individuals as authorized officials to execute applications and documents on behalf
of the City of Tustin.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 99-18 designating the City Manager and Public
Works Director as authorized officials and authorizing same to execute for and in behalf of the City of Tustin
applications and documents for the purpose of obtaining financial assistance relating to emergency services.
FISCAL IMPACT
No negative fiscal impact vdll occur. If the subject application is approved by the County of Orange and the State
Office of Emergency Sen,ices. the City will be eligible for reimbursement of certain costs associated with
emergency services based on a per capita basis. The total funds available to cities will be dependent upon the
number of cities that participate.
BACKGROUND
The County of Orange is responsible for coordinating the State EMA Program Grant. If approved, the grant Mil
reimburse the City for certain costs associated with the management, training and exercise requirements necessar3.'
to provide efficient emergency services to the citizens of the City of Tustin in the event of an emergency.
However, a condition of approval for participation in the EMA Grant Program is a resolution that will designate
certain individuals as authorized officials and authorize them to execUte for and in behalf of the City of Tustin
applications and documents for the purpose of obtaining financial assistance.
Approval of the above-referenced resolution will potentially provide the City with reimbursement of some of the
costs associated with meeting the City's commitment to provide for the preparation and carrying out of plans for
the protection of persons and property within the City of Tustin.

RESOLUTION NO. 99-18
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSIIN,
CALIFORNIA THAT THE INDIVIDUALS ARE HEREBY DESIGNATED AS
AUTHORIZED OFFICIALS AND ARE AUTHORIZED TO EXECUTE FOR
AND IN BEHALF OF THE CITY OF TUSTIN, A PUBLIC ENTITY,
APPLICATIONS AND DOCUMENTS FOR THE PURPOSE OF OBTAINING
FINANCIAL ASSISTANCE
WHEREAS, the Tustin City Code provides for the preparation and carrying out of
for the protection of persons and property within the City of Tustin in the event of an
emergency; and
WHEREAS, "Emergency" shall mean the actual or threatened existence of conditions
of disaster or of extreme peril to the safety of persons and property within the City of Tustin
caused by such conditions as fire, flood, storm, earthquake or other conditions; and
WHEREAS, the City of Tustin has submitted an Emergency Management Assistance
(EMA) Program Grant application to the State of California Office of Emergency Services for
possible reimbursement of certain costs associated with Emergency Services work; and
WHEREAS, a condition for consideration of approval for participation in the E~X,L~_
Program Grant is a resolution authorizing certain individuals to execute applications and
documents for and in behalf of the City of Tustin for the purpose of obtaining reimbursement of
certain costs associated with providing Emergency Services to the City of Tustin.
NOW, THEREFORE, BE IT RESOLVED by the Tustin City Council that the
individuals whose names, titles, and specimen signatures appear below are hereby designated as
Authorized Officials and are authorized to execute for and in behalf of the City of Tustin. a
public entity established under the laws of the State of California, applications and documents
for the purpose of obtaining financial assistance.
