REGULAR MEETING OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY

The meeting was called to order by Chair Saltarelli at 9:03 p.m. at the Council Chamber,.300
Centennial Way, Tustin, California.

1. APPROVAL OF MINUTES- FEBRUARY 1, 1999 REGULAR MEETING
It was moved by Thomas, seconded by Worley, to approve the Redevelopment Agency
Minutes of February 1, 1999.
Motion carried 5-0.
2. APPROVAL OF DEMANDS
It was moved by Thomas, seconded by Worley, to approve Demands in the amount of
$159,101.92.

1997-98 ANNUAL REPORT
It was moved by Thomas, seconded by Worley, to receive and file the Annual Report for
1997-98.
Motion carried 5-0.

APPROVAL OF CONSULTING SERVICES AGREEMENT FOR THE PREPARATION OF
A PLAN AMENDMENT FOR THE SOUTH CENTRAL REDEVELOPMENT PRO3ECT
AREA
Christine Shingleton, Assistant Executive Director, reported that redevelopment law limited
the timeframe to use eminent domain in individual project areas; and the South Central
Project Area authority recently expired requiring an amendment be prepared to re-establish
the Agency's eminent domain authority.
It was moved by Thomas, seconded by Worley, to authorize the Assistant City Manager to
execute a Consulting Services Agreement by and between the Tustin Community
Redevelopment Agency and Rosenow Spevacek Group, Inc.
Agencymember Ports suggested developing a law that Redevelopment Agencies, when
replacing high density multi-family dwellings with park space, not be mandated to replace
the units or pay tenants to find new housing.
Motion carried 5-0.

Chair Saltarelli adjourned the meeting at 9:05 p.m. The next regular meeting of the
Redevelopment Agency was scheduled for Monday, March 1, 1999, at 7:00 p.m. in the Council
Chamber at 300 Centennial Way.
