AWARD OF CONTRACT FOR THE ANNUAL STREET AND ALLEY REP.SIR
PROGRAM FISCAL YEARS 1998-1999 THRU 2001-2002 (PROJECT No. 4030 - 6245)
SUMMARY
Award of the contract for the Annual Street and Alley Repair Program to All American Asphalt will
provide for the minor repair of various City streets and alleys on an as-needed basis for the next four fiscal
years. The project also provides for emergency response to conduct minor street repairs on deficiencies
that may create a public hazard,
RECOMMENDATION
It is recommended that the City Council award the Annual Street and Alley Repair Program, Fiscal Years
1998-1999 thru 2001-2002 to All American Asphalt, Corona, in the amount of $139,792.50 and authorize
the Mayor and City Clerk to' execute the contract documents on behalf of the City.
FISCAL IMPACT
The FY 1998-99 Field Services Operating Budget (4030-6245) provides $210,000 for the Annual Street
and Alley Repair Program. It is anticipated that the operating budgets for the following three years will
contain similar amounts for the program. The Street and Alley Repair Program is part of the Ciu"s on-
going Maintenance of Effort (MOE)requirements for eligibility for Measure M funding.
BACKGROUND
The Annual Street and Alley Repair Program provides the Field Services Division with the means to repair
in a timely manner street pavement problems such as potholes and minor paving work at various locations
throughout the City. This project retains the services of a contractor for the period of four years to perform
these minor repairs on an as-needed basis at the direction of the Director of Public Works through the Field
Services Department. The project also has emergency response provisions that require same,day or next-
day response from the contractor. It is anticipated that the majority of the work would be performed on a
pre-scheduled basis and would not require emergency response. This project will allow the Field Services
Manager the ability to respond to minor pavement and sidewalk deficiencies in a rapid manner. The
contract is renewable each year upon the satisfactory performance .by the contractor and based on
adjustment of prices according to the Consumer Price Index (CPI).

Five (5) bids were received on January 19, 1999 and are summarized as follows:

The low bid is 17.14% below the engineer's estimate of $168,700 for the first year of the subject contract.
Expenditures for the following three years, although unknown at this time, should be of the same
magnitude. This contractor has successfully completed work for the City in previous years. The references
and the Contractor's State License for All American Asphalt have been checked and are appropriate for the
subject project.
