HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEER/NG DIVISION AWARD OF CONTRACT FOR THE ANNUAL ASPHALT CONCRETE REHABILITATION AND SLURRY SEAL PROJECT, (ANNUAL MAJOR MAINTENANCE PROGRAM) FY 1998-99 (CIP NO. 700001) SUMMARY Award of the contract for the Annual Asphalt Concrete Rehabilitation and Slurry Seal project to Palp, Inc., dba Excel Paving Company will provide for the pavement rehabilitatiOn of various City streets as part of the Annual Major Maintenance Program FY 1998-99. ThiS project implements the current Phase in the City-wide Pavement Management System (PMS) RECOMMENDATION It is recommended that the City Council award the FY 1998-99 Asphalt Concrete Rehabilitation and Slurry Seal Project contract to Palp, Inc., dba Excel Paving Company in the amount of $553,783.19 and authorize the Mayor and City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The 1998-99 FY Capital Improvement Project (CIP) Major Maintenance Program has appropriated $600,000 for the Street Rehabilitation and Slurry Seal Project. The Major Maintenance Program is part of the City's on-going Maintenance of Effort (MOE) requirements for Measure M. BACKGROUND The FY 1998-99 Major Maintenance Program conSists of asphalt concrete rehabilitation and slurry seal operations at various locations throughout the City. This project includes various City streets, primarily between Newport Avenue and Jamboree Road and between the 1-5 Freeway and Edinger Avenue as shown on the attached location maps. This' sector of the City is the next phase in the maintenance cycle recommended for implementationby the City' s Pavement Management System (PMS). Additionally, Carroll Way will be resurfaced and Heritage Way between Tustin Ranch Road and Myford Road will be slurry sealed since construction in the area adjacent to these two streets prevented pavement maintenance in previous years. Due to pavement failure at the intersection of Edinger Avenue and Red Hill Avenue, the intersection will be repaired as part of this year's project. Repair and rehabilitation of the intersection pavement will cause traffic congestion and delays. The Public Works Department/Engineering Division will work with the contractor to provide public noticing and suitable work area traffic control strategies to help reduce traffic delay. This contractor has completed work for the City in previous years. The references and the Contractors State License for Palp, Inc. dba Excel Paving Company have been checked and are appropriate for the subject project. Tim D.
