the Mayor and City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT

$600,000 for the Street Rehabilitation and Slurry Seal Project. The Major Maintenance Program is part of
the City's on-going Maintenance of Effort (MOE) requirements for Measure M.
BACKGROUND
The FY 1998-99 Major Maintenance Program conSists of asphalt concrete rehabilitation and slurry seal
operations at various locations throughout the City. This project includes various City streets, primarily
between Newport Avenue and Jamboree Road and between the 1-5 Freeway and Edinger Avenue as shown
on the attached location maps. This' sector of the City is the next phase in the maintenance cycle
recommended for implementationby the City' s Pavement Management System (PMS).
Additionally, Carroll Way will be resurfaced and Heritage Way between Tustin Ranch Road and Myford
Road will be slurry sealed since construction in the area adjacent to these two streets prevented pavement
maintenance in previous years.
Due to pavement failure at the intersection of Edinger Avenue and Red Hill Avenue, the intersection will
be repaired as part of this year's project. Repair and rehabilitation of the intersection pavement will cause
traffic congestion and delays. The Public Works Department/Engineering Division will work with the
contractor to provide public noticing and suitable work area traffic control strategies to help reduce traffic
delay.
