HUSTON, CITY MANAGER OFFICE OF THE CITY CLERK ORANGE COUNTY REGIONAL AIRPORT AUTHORITY (OCRAA) At the January 19, 1999 City Council meeting, a representative from the Orange County Regional Airport Authority made a presentation to the City Council and public comment was received regarding OCRAA membership. At the request of Councilmember Potts, the City Council continued this item to the February 1, 1999 meeting for final action. Correspondence received by staff related to the OCRAA issue is attached for City Council review. Letters received after completion of the agenda will be provided to Council on Monday evening. I noted with interest that the Irvine City Councilman even understood why you would want to join and agreed with the OCCRA director that Tustin should join. I am writing to indicate my strong desire that you do join. I am sick of getting these flyers for South County saying the world is going to come to an end if E1 Toro is built. They fly over us every day and don't give a hoot what impact we get. They just want no airport in south county where it really belongs. I follow this issue closely. Did you know that Mr. Christianson and his council voted last week to put up $2,000.000.00 of their tax dollars to kill E1 Toro. Did you go to his council and ask him not to do that to protect us? This is also the same man that was quoted in the January 28, 1998 issue of the Orange County Register as saying "Lets continue to stand united...in taking this fight directly to Newport Beach where it wil hurt them most-in the full utilization of John Wayne Airport." Look up the quote yourself if you don't believe me. If it will hurt Newport Beach, it will hurt Tustin. Please join OCRAA and protect us from these people who would bring disaster upon us. Some council members said they wanted to hear from their constituents. So, here I go. I voted twice for El Toro Airport. Isn't this a democracy? How many time do we have to tell you what we want? Who is Irvine to tell us what to do or not do? I heard a man say he can drive any time he wants to Ontario in 40 minutes or less! Who does he think that he is kidding? I'm a fast driver and I can't do it. Does he drive at 3AM? Also, I and my neighbors are sick of getting this horrible literature from South County organizations full of lies. Why don't you get the facts and then support your voters? Keep us informed. I say join this Airport Authority and if there are no fatal flaws found in the design or operation of El Toro and the FAA approves the final plans, give it your full support. Thanks for listening. I cannot understand why you did not vote to join the Airport Authority at that meeting. Since I received a letter from one of our councilmen a year ago telling me that the airport is going to ruin us, I doubt that he is going to vote yes anyway. So why continue the meeting for him to be there for the vote? Just count him as a no vote, a vote against the people he represents and get on with it. Doesn't he work for the city of Irvine and is probably told what to do by them in order to keep his job or get promotions. We need to be represented and have our interests protected by people who care about Tustin. This is not a game, this is about quality of life. We are badly affected by the airport we already have. I can accept that as a needed project for the City of Tustin and the County of Orange. But most of the growth that is occurring in our counties is going on in south county. They are responsible for the tremendous increase in need for additional air service. They should be responsible for seeing to it that E1 Toro is built to serve their needs as well. O1 January 23, 1999 City Council City of Tustin 300 Centennial Way Tustin, Ca 92780 Dear City Council Members: I am writing this letter in regards to the article in the I,A Times of January 21, 1999 which states the Tustin City Council is considering joining the Orange County Regional Airport Authority. I was shocked whcn I read this. This organization is a Pro El Toro airport group. The El Toro Marine base Js approximately 4 to 5 miles from the City of Tustin. If imernational airport operates from thc El Toro ba.~ w/th the proposed flight paths the Tustin Ranch area will be greatly affected, if an international airport operates from El Toro base and the runnway configurations are altered to be between the Santa 3ma Mountains and the Santa Aha Freeway, as proposed, than the whole City of Tusfin will be greatly affected. If an international airport operates from the El Toro base once il is in operation thc City of Tustin will have no recourse to alter or stop any changes in the flight paths etc. In thc almost four years that I have lived in the City ofTustin I have never been asked or heard of an opinion poll by thc City of Tu~stin to sec if the residents of thc ciLv arc for or against the proposed airport at El Toro. Therefore it is of the upmost importance for thc City Council to vote against joining thc Orange County Regional Airport Authority and to do all in its power to fight an airport at the El Toro Marine Base. I listened to your remarks on Channel 33 last night and you are right. If E1 Toro is not built the expansion of the John Wayne Airport is a high probability. We have been here long enough to know that the E1 Toro operations never have had any effect on Tustin. Even when they flew 24 hours a day during wars. The new planned commercial airport will be avery good neighbor to residents of south county. The planes are much quieter and will not fly at night. What more could we ask for than a qualilty airport to support the growing population of Orange County? I am over 80 years old and I cannot attend your meetings. But as a real estate broker that has had experience all over Orange County, I can tell you that almost all the people who live in south county signed in the title policy of the home they bought that their were avigation easements for E1 Toro and they agreed to buy with the knowledge and understanding that there was an active airport in the area and that it may be there forever. I want you to join the airport authority and I think you will support the voters of Tustin and support the E1 Toro Airport when you know all the facts.
