AWARD OF CONTRACT FOR ANNUAL SIDEWALK AND CURB AND GUTTER
REPAIR PROJECT, FY 1998-99 (PROJECT NO. 4020-6235)
SUMMARY
This project will provide for removal and replacement of sidewalk, curb and gutter and drive aprons at various
locations throughout the City to correct tripping hazards. This project also provides for the addition of new
sidewalk and access ramps at certain locations in the City where there is no existing sidewalk, in order to comply
with ADA requirements.
RECOMMENDATION
It is recommended that the City Council award the Annual Sidewalk and Curb & Gutter Repair Project FY 1998-
99 contract to Kovac Incorporated in the amount of $177,869.00 and authorize the Mayor and City Clerk to
execute the contract documents on behalf of the City.
FISCAL IMPACT
This project is sufficiently funded in the 1998-99 FY Public Works Department Operating Budget (Account No.
010-400-4020-6235), and is part of the City's on-going Maintenance of Effort requirements for compliance with
Measure M.
BACKGROUND
Bids for the subject project were opened January 5, 1999. There were seven (7) bids received and the results are as
follows:

This project will provide for the removal and replacement of concrete sidewalk, curb and gutter and drive aprons to
correct tripping hazards at approximately 230 locations throughout the City. The other major function of this
project is to provide for the means of addressing improvements throughout the City to comply with the Federal
Americans with Disabilities Act (ADA). These locations are typically requested by citizens and/or are identified
by City staff to provide curb access ramps as well as completion of missing segments of sidewalk to improve

disabled/pedestrian access. ADA related improvements slated for this year's project includes sixteen curb ramps
at various locations, as well as construction of three segments of concrete sidewalk along the westerly side of Red
Hill Avenue between Warner Avenue and Industrial Drive. This area currently has only limited stretches of
sidewalk, and construction of these missing segments will eliminate the need for pedestrians to traverse these
zones on the side of the road adjacent to vehicular travel lanes.
The low bid is 0.48% higher than the engineer's estimate of $177,016.00. The references and the Contractor's
State License for Kovac Incorporated have been'checked and are appropriate for the subject project.
