HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE ANNUAL SIDEWALK AND CURB AND GUTTER REPAIR PROJECT, FY 1998-99 (PROJECT NO. 4020-6235) SUMMARY This project will provide for removal and replacement of sidewalk, curb and gutter, drive aprons and parkway trees at various locations throughout the City to correct tripping hazards. This project also provides for the addition of new sidewalk and access ramps at certa'm locations in the City where there is no existing sidewalk, in order to comply with ADA requirements. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 98-101 approving the plans and specifications for the .annUal Sidewalk and Curb and Gutter Repair Project FY 1998-99 and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The Engineer's estimate is $208,000.00 and the City's Public Works Department/Engineering Division Operating Budget (Account No. 010-400-4020-6235) provides $235,000.00 for this annual project. Additionally, funds from the FY 1998-99 Annual Street and Alley Repair Program (Account No. 010-400-4030-6245) are also available for this project. This work is part of the City's on-going Maintenance of Effort requirements for compliance with Measure M. Once the contract has been awarded, additional locations will be added to the contract in response to citizen input, field safety reviews and to expend the total budgeted amount to help the City meet its Measure M Maintenance of Effort requirements. BACKGROUND This project will provide for removal and replacement of concrete sidewalk, curb and gutter and drive aprons to correct tripping hazards at approximately 230 locations throughout the City. Some of the areas slated for sidewalk replacement have already been replaced at least once during the last 5 years. Problem areas where sidewalk replacement is necessary every few years can largely be attributed to roots of adjacent parkway trees uplifting the sidewalk. With the aid of a consultant Arborist, the Engineering DMsion has conducted a survey and analysis of 143 trees that are causing sidewalk damage. The analysis entitled "Tree Removal and Replacement Recommendations" concludes that 65 out of the 143 trees surveyed are currently no longer appropriate for the width of the parkway or tree well they lie within. These trees will continue to cause damage in the future to the adjacent sidewalk and/or curb and gutter, resulting in recurring sidewalk replacement costs, and are to be removed with the F.Y. 1998-99 project. Curb and Gutter Repair Project, FY 1998-99 (Project No. 4020-6235) December 7, 1998 Page 2 To maintain aesthetic quality of landscaping and streetscapes, tree removals will be phased over a period of years on streets that have multiple problem trees. Except in areas where there is a distinct obstacle nearby (such as a catch basin, street light, fire hydrant, etc.), problem trees will be replaced either in kind or with a species more suitable to the parkway area available. The City's Tree Maintenance contractor will perform the tree removals as managed by the Field Services Division. It is anticipated that the cost for tree removals and replacements will be funded by the Annual Sidewalk and Curb & Gutter Repair Project. City staff.has presented the tree removal and replacement recommendations to a member of the Audit Committee for input on the project. Their major concern was for the implementation of a city-wide preventative tree maintenance plan. The Field Services Division is in the very early planning stages ofjust such a program, named the Urban Forestry Plan. The Urban Forestry Plan is designed to use a cyclic process in planting, maintaining, harvesting and replanting the entire City tree inventory, which will conform to a developed tree palette. This plan is a potential new project for inclusion in the City's CIP budget. Once the Urban Forestry Plan is implemented, there should be a significant decrease in tree removals required by the Annual Sidewalk and Curb & Gutter Repair Project. The other major function of this project is to provide for the means of addressing improvements throughout the City to comply with the Federal Americans with Disabilities Act (ADA). These locations are typically requested by citizens and/or are identified by City staff to provide curb access ramps as well as completion of missing segments of sidewalk to improve disabled/pedestrian access. ADA related improvements slated for this year's project includes sixteen curb ramps at various locations, as well as construction of three segments of concrete sidewalk along the westerly side of Red Hill Avenue between Warner Avenue and Industrial Drive.. This area currently has only limited stretches of sidewalk, and construction of these missing segments will eliminate the need for pedestrians to traverse these zones on the side of the rOad adjacent to vehicular travel lanes.
