HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION WATER LINE RELOCATION FOR SYCAMORE AVENUE IMPROVEMENT PROJECT BETWEEN NEWPORT AVENUE AND PASADENA AVENUE (CIP NO. 700149) UTILIZATION OF UNALLOCATED WATER CAPITAL IMPROVEMENT FUNDS ISUMMARY Staff is requesting authorization fi.om the City Council to utilize $40,000 from the Unallocated Water Capital Improvement Fund to relocate an existing water line as part of the Sycamore Avenue Improvement Project No. 700149. RECOMMENDATION It is recommended that the City Council authorize an appropriation of $40,000 from the Unallocated Water Capital Improvement Fund to the Capital Improvement Project No. 700149 for the relocation of the 8" water main along the northerly side of Sycamore Avenue between Newport Avenue and Pasadena Avenue. FISCAL IMPACT This will necessitate an appropriation of $40,000 from the Unallocated Water Capital Improvement Fund to the Capital Improvement Project No. 560-400-9999-9530-700149. BACKGROUND The Tustin Commtmity Redevelopment Agency (RDA), at their meeting of July 7, 1998, authorized an appropriation of ~ $214,500 from the Redevelopment Agency's South Central Project Area Funds to Capital Improvement Project No. 700149. This appropriation was to fund the construction of a block wall, relocate an 8" water main, and install landscaping and irrigation along the north side of Sycamore Avenue between Newport Avenue and Pasadena Avenue. Additionally, the City Council authorized staff to administrate a contract change order with Brongo Construction for the construction of the block wall and relocation of the 8" water ma/n. The July 7, 1998 appropriation of $214,500 was based upon an estimate of probable cost and was prepared at the time without the benefit of construction plans. During the design process, subsequent to July 7th, it became apparent that additional construction items would be required for the north side work. The costs submitted by Brongo for the supplemental construction have been thoroughly reviewed and found to be consistent and in line with the contractor's original low bid proposal, which enabled them to win the contract. However, as a result of the unanticipated additional construction items, Brongo's price for the block wall and water main relocation is higher than the $214,500 appropriation. Through negotiations with the contractor, City staff was able to cut approximately $25,000 offBrongo's proposal. However, in order to fully implement the proposed northside improvements without an additional allocation from the RDA, staff is requesting that the costs associated with the relocation of the 8" water main be funded through the Unallocated Water Capital Improvement Fund in the amount of $40,000.
