APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS - ANNUAL MAJOR MAINTENANCE PROGRAM, FY 1998-99

SUMMARY
This project will repair and resurface or slurry seal various City streets as :part of the Annual Major
Maintenance Program, FY 1998-99. This project implements the current phase in the City-wide Pavement
Management System (PMS).
RECOMMENDATION
it is recommended that the City Council adopt Resolution No. 98-106 approving the plans and
specifications for the Annual Major Maintenance Program, FY 1998-99 and authorizing and directing the
City Clerk to advertise for bids.
FISCAL IMPACT
The FY 1998-99 Capital Improvement Project (CIP) budget provides $600,000 for the Annual Major
Maintenance Program. Additionally, funds from the FY 1998-99 Annual Street and Alley Repair Program
(4030-6245) are also available for this project. The Major Maintenance Program, and the Street and Alley
Repair Program are part of the City's on-going Maintenance of Effort (MOE) requirements to maintain
eligibility for Measure M funding.
BACKGROUND
The FY 1998-99 Major Maintenance Program consists of asphalt concrete repair/reconstruction, crack
routing and sealing, slurry seal, traffic signing, traffic striping and markings, and installation of traffic loop
detectors at various locations throughout the City. This year's project includes various City streets,
primarily between Newport Avenue and Jamboree Road, and between.the 1-5 Freeway and Edinger
Avenue as shown on the attached location maps. This sector of the City is the current phase in the
maintenance cycle recommended for implementationby the City's Pavement Management System (PMS).
Additionally, Carroll Way will be resurfaced, and Heritage Way will be slurry sealed between Tustin
Ranch Road and Myford Road since construction in the area adjacent to these two streets prevented
pavement maintenance in previous years.
Due to pavement failure at the intersection of Edinger Avenue and Red Hill Avenue, the intersection will
be repaved as part of this year's project. Repair and rehabilitation of the intersection pavement will cause
traffic congestion and delays. The Public Works Department/Engineering Division will work with the
contractor to provide public noticing and suitable work area traffic control strategies to help reduce traffic.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR
THE ANNUAL MAJOR MAINTENANCE PROGRAM, FY 1998-99,
(CIP NO. 700001)
'WHEREAS, it is the intention of the City Council of the. City of Tustin, California to
contract for construction of the Annual Major Maintenance Program,, FY 1998-99; and
WHEREAS, the City Engineer presented plans and specifications for the construction
of said work; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented
by the City Engineer be, and are hereby approved, as the plans and specifications for:
Annual Major Maintenance Program,
FY 1998-99, (ClP No. 700001)
AND BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for the
p~rformance of the work specified in the plans and specifications;

AND BE IT FURTHER. RESOLVED that this .project is categorically exempt fi.om
the requirements 'of the California Environmental Quality Act; Class I: Existing Facilities.
PASSED AND ADOPTED at a regular meeting of the City Council of the .City of
Tustin held on the 7th day of December 1998.
