AWARD OF CONTRACT FOR CONSTRUCTION OF RAWLINGS RESERVOIR BOOSTER
PUMPING STATION (PROJECT NO. 600115)
SUMMARY
This action is a request for authorization to award a construction contract for the Rawlings Reservoir
Booster Pumping Station.
RECOMMENDATION
It is recommended that the Tustin City Council award the contract for the subject project to Schuler
Engineering Corporation of Corona, California, in the amount of $615,086.
FISCAL IMPACT
The amount of this contract is $615,086. There is currently $715,330 remaining in the 1997/98 Water
Services Division (TWS) CIP budget allocated for completion of this project.
BACKGROUND
The City Council authorized advertisement and soliciting bids for this project on October 19, 1998.
Bids were opened on November 24, 1998, and eight bids were received as follows:
1. Schuler Engineering Corporation $615,086
2. RC Foster Corporation $627,080
3. Olsson Construction $633,300
4. F.T. Zeibarth Company $635,000
5. Caliagua, Inc. $650,955
6. Pascal & Ludwig Engineers $656,000
7. Uhler, Inc. $679,500
8. NCCI $727,700
The low bid by Schuler Engineering Corporation is approximately 17% higher than the Engineer's
estimate of $524,000. The close range of bid prices indicates that the City received a very good
competitive bid. Upon further review of the Engineer's estimate, it appears that several items of work
were underestimated.
The contractor's references have been verified and past job performance has been rated as very good to
excellent for all references.

DISCUSSION
The construction of the Rawlings Reservoir Booster Pumping Station was budgeted as a Water Capital
Improvement Program Project within the current Fiscal Year. The project consists of the construction of a
booster station with emergency generator adjacent to the existing Rawlings Reservoir. This project will
pump water to Zone 2. Zone 2 is a service area north of 17t~ Street and Skyline Drive, and east of
Esplanade Avenue. The project will increase reliability to Zone 2, provide an emergency supply to Zone
2 and reduce water production costs by providing less expensive well water to Zone 2-.
