FINAL TRACT MAP 15380 (RICHMOND AMERICAN HOMES)
SUMMARY: The approved Tentative Tract Map 15380 permitted a subdivision to
accommodate the construction of 162 single-familY detached units at the site bordered
by Tustin Ranch Road, Portola Parkway and jamboree Road. The City CounCil has
previously approved Tracts 15502, 03, 04, 05, 06 and 07 (Phase 1, 2, 3, ~4, and 5) of
the Vesting Tentative Tract Map 15380. The conditions have now been fulfilled for the
seventh (reSidUal) Final Tract' Map '15380. IfaPpr°ved bY the CitY Council, the~ final
map may be recorded with the. Orange CoUnty ReCorder's Office, SUbject to posting of
bonds, and final approval of the City Attomey and City Engineer.

RECOMMENDATION
That the City Council adopt Resolution No. 98-95 approving Final Tract Map 15380.
FISCAL IMPACT
The Final Map is an applicant initiated project. The applicant has paid application fees to
recover the cost of processing this application.
DISCUSSION
On July 14, 1997, the Planning Commission adopted Resolution No. 3529 recommending
that the City Council approve Vesting Tentative Tract Map 15380. Vesting Tentative
Tract 15380 includes 162 numbered lots to accommodate the development of 162 single
family dwellings on a 31 acre site. The site is bordered by Tustin Ranch Road on the
north and west, Portola Parkway on the south and Jamboree Road on the east.
As permitted by the Subdivision Map Act, the developer has recorded the subdivision in
multiple final maps for financing purposes. With the exception of Final Map 15380, each
map has been recorded as a separate Final Tract Map as follows:

Pursuant to the approved phasing plan for Tentative Tract 15380, each building phase
includes the landscaping improvemen,ts on the portions of Tract 15380 adjacent to that
phase.
Final Map 15380 consists of 5.011 acres and includes twenty-five (25) numbered lots.
Final Map 15380 (Phase 6, and 7) are shown in context with the overall project on the
attached Phasing Plan.
Final Map 15380 is in substantial conformance with the Tentative Tract Map approvals,
the City's Zoning Code and Subdivision Code, and the State Subdivision Map Act.
Outstanding requirements by the Public Works Department will be fulfilled prior to
recording of the final maps. Based upon this conformance, staff recommends that the
City Council approve Final Tract Map 15380.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING FINAL TRACT MAP 15380 SUBDIVIDING
5.011 ACRES INTO TWENTY FIVE (25) NUMBERED LOTS FOR SINGLE
FAMILY RESIDENTIAL DEVELOPMENT LOCATED WEST OF
JAMBOREE ROAD BETVVEEN TUSTIN RANCH ROAD AND-PORTOLA
PARKWAY.
The City Council of the City of Tustin does hereby resolve as follows:
The City Council finds and determines as follows:
A,
That Final Tract Map 15380 have been submitted by Richmond American
Homes Inc., ("the Subdivider");
B,
That a public hearing was held by the Planning Commission on July 14,
1997. At this hearing, the Planning Commission recommended that the
City Council approve Vesting Tentative Tract Map 15380. Subsequently,
the City Council. approved Vesting Tentative Tract Map 15380 on July 21,
1997;
C,
That, pursuant to Section 66456.1 of the Subdivision Map Act, the
Subdivider intends to file multiple final maps in relation to approved
Tentative Tract Map 15380. Final Tract Map 15380 is the last of such final
maps;
Do
Pursuant to Section 15268(b) (Ministerial Projects) of the California
Environmental Quality Act (CEQA), the Final Maps are considered
statutorily exempt from the requirements of CEQA;

That the proposed subdivision is in substantial conformance with the Tustin
General Plan, the Tustin Zoning Code and Subdivision Map Act subject to
all subdivision bonds as approved by the City Engineer and the City
Attorney;

The 1.6524 acres of parkland required for this development was previously
dedicated with recordation of Tract 13627;

That the City has reviewed the status of the School Facilities Agreements
between the Irvine Company and the Tustin Unified School District for the
impact of Tentative Tract 15380 on School District facilities, and changes in
state law. Impacts associated with this approval on School District facilities
are adequately addressed;

That the site is physically suitable for the type of development proposed;
That the site is physically suitable for the proposed density of development;
That the design of the subdivision or the proposed improvements are not
likely to cause substantial environmental damage or substantially and
avoidably injure fish or wildlife in their habitat;
That the design of the subdivision or the type of improvements proposed
will not conflict with easements acquired by the public-at-large, for access
through or use of the property within the proposed subdivision;
That the design of the subdivision or the types of imProvements proposed
are not likely to cause serious public health problems; and,
That the Final Map is in substantial conformance with the Vesting Tentative
Tract Map.
The City Council hereby approves Final Tract Map 15380, subject to posting of all
required bonds, approval of the Water Quality Management Plan (WQMP) and
final approval by the City Engineer and City Attorney.
