STATUS REPORT: PROTECTED/PERMISSIVE LEFT-TURN PHASING STUDY
(CIP N O. 800056)
SUMMARY
In May 1998 the City Council approved the implementation of protected/permisSive left mm phasing at
certain locations in the City. The Project design plans and the pUblic informati°npaCket are currently being
finalized and :an information program is being scheduled for the Senior Center. Initiation of construction
activities is'planned to occur after the Holiday season in early 1999.
RECOMMENDATION
It is recommended that the City Council receive and file this report.
FISCAL IMPACT
A budget of $122,800.00 is allocated in the City's FY 1998-99 Capital Improvement Program for this
project. It is anticipated this project will be completed within budget.
BACKGROUND
In May 1998, the City Council unanimously approved the modification of traffic signals at twelve
signalized locations to include the following:
Removal of existing protected left-mm phasing at the following intersections, and operation of left-tums as
permissive only (green ball) to reduce traffic delay and improve traffic circulation:

In addition, the Council directed staff to develop a public education program regarding the operation/use of
protected/permissivelefi-mm phasing including the following elements:

Coordinate the printing of educational articles in both local newspapers;
Develop and circulate educational fliers to:
· include with water invoices
· make available to local.homeowners associations
· make available at City Hall
· make available at both local high schools
Request the Automobile Club of Southern California publish an educational article in their
quarterly magazine; and,
Request the Department of Motor Vehicles to provide educational materials related to
protected/permissivetraffic signal operation.
Proposed signal modifications are shown in attached Exhibit A.
DISCUSSION
Plans for the traffic signal modifications are currently in the. f'mal design stages. It is anticipated the plans
will be completed by October 30, 1998. Once plans are approved they will be forwarded to the City's
traffic signal maintenance contractor for construction. Due to the nature of the traffic signal changes ahd
timing of the approaching Holiday season, construction will not begin until after the first of the year.
Staff is finalizing an information flier that will be inserted in residents' water invoices and made available
to residents, homeowners associations, local high schools, and both local newspapers. In addition, contact
will be made with the Automobile Club and the Department of Motor Vehicles for distribution of
informational material.
Staff will be presenting a program at the City's Senior Center in January 1999 to provide additional
educational assistance regarding the operation/use of protected/permissive left-turn phasing. It is
anticipated the project will be fully operational by February 1999.
