PARK RENTAL FACILITY USE FEES
RECOMMENDATION:
The City Council approve the proposed Park Rental Facility Use Fees and amend the
Master Fee Resolution.
FISCAL IMPACT:
The proposed Park Rental Facility Use Fees would result in an estimated increase of $3,500
revenue per year.
BACKGROUND & DISCUSSION:
Tustin residents make up the majority of park rentals for birthday parties and picnics.
During 1997 there were 138 park rentals with revenue of $4,548. (Appendix A).
Fourteen rentals were for large groups of 50 people or more including company picnics,
church activities and youth sports programs.
Through August 1998 there were 101 rentals. Eighty of those reservations were for
Tustin residents. Again this year, the majority of rentals were for the picnic shelter at the
Tustin Sports Park. Total revenue for all parks through August was $3,358.
The City of Tustin Facility Use policies apply to the rental of picnic areas. Resident
groups and non-resident non-profit groups are charged $32 per day; all other non-resident
groups are charged $38 per day. Large groups, over 50 participants, are required to
provide liability insurance. Groups may provide the City with a Certificate of Insurance
naming the City as additionally insured or purchase a one-day policy from the City's
insurance carder for $87.18. In addition, large groups must also pay a refundable $150
security deposit.
The Commission reviewed park reservation fees using the following criteria:
Resident fees should be kept as low as possible.
Direct costs should be recovered through rental fees (Appendix B).
Non-Resident fees should offset ongoing park maintenance costs.

SUMMARY:
Most park rentals in the City of Tustin are by residents for picnics and parties. The
revised fee schedule includes the Commission recommendation to allow resident groups
to use Tustin parks at a fee that covers direct costs only. Suggested rental fees for non-
resident groups were structured to offset park maintenance costs.
The most significant change to the existing fee schedule was to provide variable charges
for different sized groups. Staff surveyed Orange County cities and found that many
have tiered fee schedules for park rentals. A tiered rate schedule would allow the City to
recover the added costs incurred cleaning up after events of different sizes.
There are no changes proposed to insurance requirements or required deposits. Only the
pavilion areas may be reserved, other picnic tables would remain available on a first
come first served basis. Staff recommends that the new rates take effect November 1,
1998.
