HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERINGDIVISION APPROVAL OF AN AGREEMENT WITH THE CITY OF IRVINE FOR APPORTIONED COSTS AT SHARED SIGNALIZED INTERSECTION LOCATIONS This Agreement will prOvide for appOrtioned costs of maintenance and oPeration of traffic signals and intersection lighting at shared intersection locations with the CitY of Irvine. RECOMMENDATION It is recommended that the City Council authorize the Mayor and City Clerk to execute an Agreement with the CitY of Irvine for apportioned costs of maintenance and operation of traffic signals and intersection lighting at shared intersection locations. FISCAL IMPACT Sufficient funds have been appropriated in the Engineering Division's Operation Budget for Fiscal Year 1998-99 to fund Tustin's share of costs for operation and maintenance of traffic signal systems at shared locations. BACKGROUND The CitY of Tustin currently has agreements with the County of Orange and the CitY of Santa Ana for apportioned costs of operation and maintenance of traffic signal systems at shared intersection locations. One Agency at a shared intersection assumes responsibilitY for operation and maintenance of the traffic signal system. However, apportioned costs are based upon the number of intersection legs Mthin the affected Agency. In July 1997, the CitY oflrvine annexed property from the CountY of Orange east of Jamboree Road as part of the Lower Peters Canyon Development Project. As part of the annexation, responsibilitY for traffic signal systems at shared intersections between Tustin and the County of Orange became the responsibility of the City of Irvine. This necessitates the subject agreement between Tustin and Irvine. DISCUSSION There are currently eleven (11) Signalized intersection locations where the City of Tustin and the City of Irvine have interjurisdictional responSibility for the maintenance and operation of traffic signal systems. The attached Exhibit A identifies these locations and provides the division of costs among the cities. This Agreement will provide for recovery of costs from Irvine at shared intersection locations where Tustin assumes responsibility for operation and maintenance of traffic signal systems. It will also result in payment of Tustin's fair share of costs at intersection locations where the CitY of Irvine assumes responsibility.
