RECOMMENDATION:
It is recommended that the Tustin City Council adopt Resolution No. 98-90 approving plans and
specifications and authorizing advertisement for bids for the subject project.
FISCAL IMPACT:
The FY 98/99 Capital Improvement Program (CIP) Budget provides $270,000 for the construction phase
of this project. The Tustin Unified School District (TUSD) has committed to fUnd their share of the cost
in the amount of $115,000 based on the preliminary budget estimate. The final engineer's estimate is

$325,320 before receiving any formal bid. Therefore, additional funds maybe required once the actual
bids are received and evaluated.
Due to the projected increase in the engineer's estimate, it will be necessary to reopen negOtiations with
the TUSD for their additional share of the final cost. Field Services' staff has contacted Tustin Unified
School District staff to discuss the increase.
BACKGROUND:
Current Federal, State and County regulations have mandated that all underground storage tanks (UST),
installed prior to 1988, be upgraded, removed and replaced or closed by December 22, 1998. This
means that no fuel can be sold or delivered to anyone whose tanks do not meet the UST requirements
after the December 22, 1998 deadline. The tanks at the City Maintenance Facility were installed in 1978
and therefore, must be removed and replaced to meet the regulations. This site provides all of the fuel
needs for the City owned fleet, emergency vehicles and, the Tustin Unified School District's fleet and
transportation buses.
The Field Services Division has contracted with Tait and Associates, Inc., consulting engineers, to study
and develop a plan to meet these new mandates and bring the City's tanks into compliance with the new
regulations.

DISCUSSION:
The proposed project is located at 1472 Service Road, City of Tustin Maintenance Facility. The project
provides for the removal of three existing 12,000 gallon, single wall, fiberglass fuel tanks and one 500-
gallon waste oil tank, and their replacement with two fiberglass coated, double wall, steel tanks (one
15,000-gallon tank for unleaded gasoline and one 12,000-gallon tank for diesel fuel). The project also
provides for removal and replacement of all piping and dispensing equipment.
The Tustin Unified School District and Ryder Student Transportation SerVices have made independent
arrangements to fuel their equipment during the construction period. City staff is still exploring
alternative fuel options and will recommend the best option at the time of award.

RESOLUTION NO. 98-90
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA APPROVING PLANS AND
SPECIFICATIONS FOR THE UNDERGROUND STORAGE TANK
REMOVALS AND REPLACEMENT PROJECT (CIP NO. 100033)
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for construction of the Underground Storage Tank Removals and Replacement
Project; and
WHEREAS, the City Engineer presented plans and specifications for the
construction of said work; and
NOW, THEREFORE, BE IT RESOLVED that the plans and Specifications
presented by the City engineer be, and are hereby approved, as the plans and specifications
for:
UNDERGROUND STORAGE TANK REMOVALS AND
REPLACEMENT PROJECT
· (CIP NO. 100033)
AND BE IT FURTHER RESOLVED that the City Clerk is hereby authorized
and directed to advertise as required by law for the receipt of sealed bids. or proposals for
the performance of the work specified in the plans and specifications;
AND BE IT FURTHER RESOLVED that this project is ministerially exempt
from the requirements of the California Environmental Quality Act: Section 15268 (b) (1).
pASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 5th day of October 1998.
