The Council may wish to refer this request this year or next year to the Tustin Community Foundation. BACKGROUND: The "Tiller Trick or Treat" event offers a safe Halloween experience to children attending Thorman, Veeh, Nelson, Lambert, Beswick, Heideman and Tustin Ranch Elementary Schools. Attendance at the 1996 and 1997 events totaled over 1000 children each day. The City Council in the past has granted an allocation of $2000 in 1996 and $2000 in 1997. Tustin High School students are responsible for implementing the evening's program, which leads children on a trick or treat journey through many of the classrooms at Tustin High. In the Halloween theme, each classroom is creatively decorated and all children entering receive a special treat (i.e. candy). Tim O'Donoghue, Tustin High School Dean will be in attendance at the September 21, 1998 City Council meeting to answer any questions. request is attached.
