RECOMMENDATION:
Accept the donation of a van from the Boys and Girls Club of Tustin.
FISCAL IMPACT:
The City's vehicle maintenance division inspected the van and estimated that it would cost $2,800
to paint and furnish it with required safety equipment. The Senior Center Fund and the Tustin
Community Foundation (TCF) were forwarded a request to support funding for the project. The
cost to provide insurance, maintenance, and a driver would be absorbed in the current 1998/99
operating budget.
BACKGROUND:
The Senior Advisory Board has been exploring options to begin a transportation program at the
Tustin Area Senior Center. Presently the only transportation available to the Center is provided
free of charge to participants for the senior lunch nutrition program. The Feedback Foundation and
the City provide shared funding for this program.
The Board and the Tustin Community Foundation had been seeking grant funds to purchase a van.
In addition, they have been soliciting a local dealership to donate a van. In the meantime the Boys
and Girls Club contacted the City and offered to donate a van that did not suit their needs. The van
is a 1989 Ford Econoline with a wheelchair lift and very low mileage. Vehicle maintenance
estimated that it would cost about $2,800 for reconditioning and painting.
SUMMARY:
The Parks and Recreation Department recommends using the donated van to begin a pilot
transportation program at the Senior Center. Seniors would be charged a nominal fee for rides to
area hospitals, for doctor appointments and local shopping trips. Staff is contacting other local
senior centers with existing transportation programs to develop policies and procedures.
The donated van could provide a short-term solUtion for the transportation needs of Tustin Area
seniors. Staff will continue to work with the Senior Advisory Board and other agencies to develop
a comprehensive transportation plan. Staff recommends accepting the donation from the Boys and
Girls Club.
