SHINGLETON, ASSISTANT CITY MANAGER AUTHORIZATION FOR ASSIGNMENT OF CONSULTANT SERVICES RECOMMENDATION It is recommended that the City Council authorize the Assistant City Manager to execute an assignment of the Consultant Services Agreement with Kotin Mouchly Group (KMG) Consulting to Planning Consultants Research (PCR)/Kotin. FISCAL IMPACT Assignment of the contract scope of work has no f'mancial impact. BACKGROUND/DISCUSSION On April 1, 1996, the City Council authorized the City Manager to execute a Consultant Services Agreement with the Sedway Kotin Mouchly Group for preparation of a Business and Development Plan for Marine Corps Air Station (MCAS) Tustin. This Redevelopment Plan is essential to the City's analysis of how best to proceed with the acquisition and redevelopment of the base. The preparation of this plan has been significantly delayed while the City has worked its way through various concerns that could have ultimately impacted the conclusions reached in a Business Plan. Some of these concerns include responding to the Coast Guard and Army Reserve's request for property, resolving the base's historic preservation issues and on-going base remediation issues. On March 3, 1997, the City Council approved a staff request to assign these contract services from the Sedway Kotin Mouchly Group to the Kotin Mouchly Group. On July l, 1998, KMG sent the attached letter requesting an addendum assignment of the current Consultant Services Agreement to recognize its revised corporate entity, PCR/Kotin. Staff has reviewed the requested assignment and recommends that the City Council concur in any assignment of the Agreement. If you are interested in receiving PCR's entire Statement of Qualifications, we will be happy to provide you with a copy. K1VIG Consulting will cease to generate revenue effective June 30,1998, with the exception of the completion .of contracts that cannot be assigned. With your consent, it is the preference ofboth firms to assign your contract withJQdG Consulting to PCR/Kotin for the cpmpletion of YOur pro~ect. However, rest assured that the entire staff of KMG has joined PCR/Kotin and that your project will be carnpleted with the same staff assignments that have ~worked with you in the past. The attached billingis for services performed through June 30,1996, and is due and paYable to KIVIG Consulting. Payment should be remitted to the same address as_past remittances, as above.
