HUSTON, CITY MANAGER POLICE DEPARTMENT POLICE DEPARTMENT COMMAND POST/SUBSTATION RECOMMENDATION: Authorize the Police Department to enter into a contract with The Mattman Company-- Specialty Vehicles Division for purchase of a Mobile Command Post at a cost of $179,600 plus tax. FISCAL IMPACT: $92,099 Grant Fund expenditure $87,501 Approximately Asset Forfeiture Funds Asset Forfeiture Fund expenditures will be offset by community donations and additional anticipated Grant monies in support of this project. BACKGROUND: As was presented to Council on May 12, 1998, the Police Department has a demonstrated need for a base station separate from the police facility to mount operations in the field for both disaster preparedness and crime prevention activities. Several incidents have demonstrated the need for this including the fire storm in 1997, and the current E1 Nifio conditions. After three months of research and discussion with vendors for this vehicle, two manufacturers submitted proposals. Other vendors expressed interest but after numerous contacts did not provide quotes. Two leaders in the mobile command post industry were identified as follows: Mr. Huston, City Manage, August 17, 1998 Page 2 GSA PROVIDER LOCATION OF MANUFACTURER WARRANTY DELIVERY PRICING DELIVERY Yes- Federal Wisconsin. 12 months or 12,000 miles Additional 24 months warranty can be purchased for $1,500 5-6 months after order has been placed (GSA) $187,766 $1,700 No San Diego 24 months unlimited miles Additional 24 months warranty can be purchased for $2,200 3-4 months after order has been ~laced $179,600 Included The federal government has issued a GSA contract, (#GS-30F1030D) for multiple command post vehicles for the '%Veed and Seed" Program to LDV. The price quoted to the Tustin Police Department is comparable to this GSA pricing. The bid specifications furnished to all companies contacted were comparable to the federal '~Weed and Seed" Program and fill the requirements of the Police Department. The Mattman Company offers considerable experience in the field, plus they are a local company. Theft delivery time ~]so is considerably less than other vendors. The City of Tustin purchasing policy provides that Council may authorize a bid award based upon GSA pricing. In that the pricing received through this process is clearly more attractive than the GSA price, it is requested Council authorize the Police Department to proceed with the acquisition of the command vehicle from Mattman.
