APPROVAL OF MINUTES- AUGUST 3, 1998 REGULAR MEETING Recommendation: Approve the Redevelopment Agency Minutes of August 3, 1998. 2. APPROVAL OF DEMANDS Recommendation: Approve Demands in the amount of $69,760.07. 3, AWARD OF BID FOR FRONTIER PARK/PINE TREE PARK RESTROOM REHABILITATION (PROJECT NOS. 200030/400034) AND FINDING OF BENEFIT FOR FRONTIER PARK At their meeting on April 20, 1998, the City Council approved plans and specifications and authorized advertisement for bids for the rehabilitation of the restrooms at Frontier and Pine Tree Parks. Recommendation by Parks and Recreation Services: . Award a contract for the construction of Frontier Park/Pine Tree Park Restrooms, Project Nos. 200030/400034, to Big Ben Construction Company of Santa Ana in the amount not-to-exceed $238,500.00 subject to approval of the contract requirements by the Agency Counsel and execution by the Executive Director. . Adopt the following Resolution NO. RDA 98-5 making a finding of benefit to authorize the Agency to utilize South Central Tax Increment Funds outside of the project area for the purpose of making improvements to Frontier Park at 1400 Mitchell Avenue: RESOLUTION NO. RDA 98-5 A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT THE USE OF TAXES ALLOCATED FROM THE SOUTH CENTRAL PROJECT AREA FOR THE PURPOSE OF THE FRONTIER PARK RESTROOM RENOVATION AT 1400 MITCHELL AVENUE WILL BE OF BENEFIT TO THE PROJECT AREA Agenda - Redevelopment Agency August 17, 1998 - Page 1 m 1 LEASE AGREEM£ FOR PARKING SPACES THE STEVENS SQUARE PARKING STRUCTURE AND WAIVER OF LEASE FEES - RICHARD RENGEL Staff is requesting authorization to execute a lease agreement for use of parking spaces owned by the Tustin Community Redevelopment Agency in the Stevens Square parking structure and to waive lease fees. Recommendation by the Redevelopment Agency staff: . Authorize the Assistant City Manager to execute a lease agreement between the Tustin Community Redevelopment Agency and Mr. Richard Rengel for the use of a total of twelve (12) parking spaces owned by the Agency in the Stevens Square parking structure subject to an annual review to continue the agreement between the Agency and Mr. Rengel. 2. Waive the fees for the lease of subject parking spaces. LOAN AGREEMENT BETWEEN THE CITY OF TUSTIN AND THE TUSTIN COMMUNITY' REDEVELOPMENT AGENCY The approval of this loan and administrative services agreement between the City and the Redevelopment Agency will comply with Section 33675 of the California Health and Safety Code regarding the allocation and payment of tax increment to Redevelopment Agencies and provide the resources necessary to carry out the Agency's adopted programs in the South Central Project Area and the to be created MCAS Tustin Project Area. Recommendation: Approve the loan. between the City of Tustin and the Tustin Community Redevelopment Agency as recommended by the Finance Department. OTHER BUSINESS CLOSED SESSION None ADJOURNMENT - The next regular meeting of the Redevelopment Agency is scheduled for Tuesday, September 8, 1998, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
