HUSTON, CITY MANAGER CHRISTINE SHINGLETON, ASSISTANT CITY MANAGER AREA CODE 714 RELIEF ALTERNATIVE SUMMARY: The California Public Utilities Commission has requested that local agenc es~ revieTM the. eleven (11) relief alternatives proposed for the.714 ~rea cOde'and sUbmit one preferred alternative for their jurisdiction. RECOMMENDATION: It is recommended that as the primary recommendation, the City Council approve Alternative 11C for retention of the 714 area code in Tustin for a projected life of 12-14 years. In the event there is no majority support from other agencies for Alternative 11C, it is recommended that the Alternative I Overlay be recommended for a projected life of 10-12 years. FISCAL IMPACT: There is no financial impact to the City in selecting a relief alternative. BACKGROUND: At the July 20, 1998 City Council meeting, staff informed the City Council that the California Public Utilities Commission (CPUC) was in the process of establishing boundary options for a new area code in the 714 area. The CPUC has proposed eleven (11) relief alternatives (Exhibit A attached) and requested that local agencies submit one preferred alternative for their jurisdiction. Following submittal of these preferred alternatives, the telecommunication industry will conduct public hearings, consider input from local governments and the public, and forward their recommendations for a new area code boundary to the CPUC for final determination and ruling. Implementation of the new area code boundaries is scheduled for 2000. In reviewing the eleven alternatives, staff focused on alternatives that would provide Tustin with retention of the 714 area code for the maximum amount of time to provide minimal cost impact and inconvenience to Tustin residents and businesses. The six alternatives that would place Tustin in a new area code were automatically eliminated. Of the remaining alternatives, staff recommends the following: Area Code 714 Relief AIt~ Page 2, 8-3-98 rives Primary Recommendation - Alternative 11C Alternative 11C would proVide Tustin with retention of .the 714 area code for the longest period of time (12-14 years). Secondary Recommendation- Alternative 1 Overlay As indicated in Exhibit A, an overlay would place an additional area code over the entire 714 geographical area. All new telephone numbers would receive the new area code, existing 714 area codes would remain unchanged, and all calls placed within this overlay would dial I plus 10 digits. It should be noted that with an overlay, if a residence or business wants to add a new line in the future, that new line may be assigned the new area code. The 714 area code numbers available for ~se within the overlay are expected to exhaust in 2 years. Residences and businesses adding new lines after this period will receive the new area code and, potentially, could have two separate area codes for their residence or business. In that case, customers would be given the option of converting all their lines to the new area code. As is the case in Tustin, the majority of cities and agencies will I~e selecting alternatives that specifically benefit their jurisdiction. This will likely dilute support So that no alternatives will receive majority apProval. For this reason, staff is proposing the overlay as a secondary recommended position in the event the City of Tustin's primary recommendation is not approved. The overlay is the Alternative recommended by Pacific Bell. Following approval of the relief alternatives by the City Council, staff will forward a letter from the Mayor to the California Public Utilities Commission. Staff will continue to monitor the selection process and provide additional information to the City Council as the boundary change options become narrowed and the .Commission reaches a final ruling. Overlay An overlay would place an additional area code over the entire 714 geographical area. All new telephone numbers would be given this new area code and those with existing 714 area codes would retain the 714 code. However, all calls placed within this geographical area would need to dial I plus 10 digits to place a phone call (1+714+000+0000). Projected life of 10-12 years. ALTERNATIVE 3A Tustin receives new area code with projected life of 12-14 years ALTERNATIVE 3B Tustin retains 714 area code with projected life of 8-9 years ALTERNATIVE 8A Tustin receives new area code with projected life of 15-18 years ALTERNATIVE 8B Tustin retains 714 area code with projected life of 8-9 years * ALTERNATIVE 11A Tustin receives new area code in Phase I with projected life of 17-20 years * ALTERNATIVE 11B Tustin receives.new area code in Phase I with projected life of 17-20 years ALTERNATIVE 1 lC Tustin retains 714 area code with projected life of 12-14 years ALTERNATIVE 14A Tustin receives new area code with projected life of 9-11 years ALTERNATIVE 14B Tustin retains 714 area code with projected life of 6-7 years ALTERNATIVE 15A Tustin receives new area code with projected life of 9 -10 years In addition to the above Alternatives, the City of Costa Mesa, at the July 7th meeting, proposed Alternative "11D" which would place all of Santa Ana and Tustin in the 949 area code. The Costa Mesa City Council had approved this Alternative. Tustin staff has been in contact with the City of Costa Mesa to voice opposition to Alternative 11D. * Both alternatives have identical impact on Tustin because of the phasing. Tustin remains in Phase I in both Alternatives, however, other cities are impacted when the Phase 2 geographical areas are switched in Alternative 11A and 11B
