WORKSHOP. At 6:00 p.m. in the Community Center, the City Council will conduct a
workshop on the 1998-99 budget. This works_hop is open to the public.

AMENDMENT TO THE 1994-95, 1995-96 AND 1996-97 ACTION PLANS FOR
FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
The Community Development Department is proposing to amend the 1994'95,
1995-96 and 1996-97 Action Plans by reallocating/redistributing funds between
previously approved activities.

years 1994-95, 1995-96 and 1996-97:

Recommendation: Approve the City Council Minutes of July 7, 1998.

Recommendation: Approve Demands in the amount of $2,579,577.04 and ratify
Payroll in the amount of $724,802.10.

Recommendation: Adopt Resolution No. 98-65 approving Final Tract Map No.
15563 as recommended by the Community Development Department.
RESOLUTION NO. 98-62- A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING RECORDATION OF THE NOTICE OF COMPLETION FOR RED HILL
AVENUE PEDESTRIAN IMPROVEMENTS AT OCTA/SCRRA RAILWAY AND F-lO
CHANNEL AREA
Recommendation: Adopt Resolution No. 98-62 accepting the imProvements for
the Red Hill Avenue Pedestrian Improvements at OCTA/SCRRA Railway and F-lO
Channel area as complete and authorize the recordation of the Notice of
Completion and direct the City Clerk to: (1) Release the Labor and Materials
Bond not sooner than thirty-five (35) days after the date of recordation of the
Notice of Completion, and (2) Release the Faithful Performance Bond not sooner
than one year after the date of recordation of the Notice of Completion as
recommended by the Public Works Department/Engineering Division.
DECLARATION OF SURPLUS EQUIPMENT
Recommendation: Declare specified equipment as surplus and not required for
public use, and authorize the Public Works Department to. dispose of this
equipment in accordance with the Tustin Municipal Code, Section 1626, as
recommended by the Public Works Department/Field Services.
APPROVAL OF COUNTY OF ORANGE HOUSING AND COMMUNITY
DEVELOPMENT CONTRACT KM97209
Recommendation: Authorize the Mayor to execute a County of Orange contract,
subject to a future amendment, which will allow the City of Tustin to utilize
$190,000 in HOME program funds for the City's first time homebuyers program as
recommended by the Redevelopment Agency staff.
DENIAL OF CLAIM NO. 98-25, CLAIMANT: ROGELIO MORALES
Recommendation:. Deny subject claim and direct the City Clerk to send notice to
the claimant and the claimant's attorney as recommended by the City Attorney.
APPLICATION TO FILE LATE CLAIM - CLAIM NO. 98-20, CLAIMANT: GLORIA

Recommendation: Deny application for leave to present a late claim and direct the
City Clerk to send notice to the claimant and the claimant's attorney as

14. AREA CODE 714 BOUNDARY CHANGES

The California Public Utilities Commission is seeking the City's input on a 714 area
code relief alternative.
Recommendation: Receive and file subject report as recommended by the
Assistant City Manager.
QUARTERLY INVESTMENT REPORT
In compliance with Government Code Section 53646, the Investment Report for
the quarter ending June 30, 1998, is submitted to the City Council for review.
Recommendation: Receive and file subject report as recommended by the City
Treasurer.

As MCAS-Tustin takes on a new life through its reuse program, it will need to take
on a new name. City Council feedback on this naming effort is requested.
Recommendation: Pleasure of the City Council.
CONSULTANT SERVICES AGREEMENT TO EVALUATE PRIVATIZATION
OPPORTUNITIES FOR THE CITY'S MUNICIPAL WATER SYSTEM
The proposed Consultant Services Agreement with Bookman-Edmonston
Engineering, Inc. will initiate a study that will determine and evaluate privatization
opportunities for the City of Tustin's Municipal Water System.
Recommendation: Authorize the Mayor and City'Clerk to execute a Consultant
Services Agreement with Bookman-Edmonston Engineering, Inc., subject to City
Attorney approval, to prepare Phase I of a study entitled "Privatization
Opportunities for the City'of Tustin's Municipal Water System", for a not to exceed
fee of $74,756.00 as recommended by the Public Works Department/Water
Services Division.
REVISED AUTO SERVICE DESIGN STANDARDS
In November 1997, the Planning Commission requested that policies and the
format of the existing City Council Service Station Guidelines be reviewed. This
request was in response to a service station and car wash proposal that was
approved by the Planning Commission with deviations from the guidelines to allow
the pump islands to face the street.

19. FINAL PARCEL MAP 94-154 (APPLICANT: VALLEY CONSTRUCTION INC.)
The approved Tentative Parcel Map 94-154 permitted a subdivision of a one acre
commercial parcel into two parcels on the property located at 174 and 180 East
Main Street.
Recommendation: Adopt the following Resolution No. 98-63 approving Final
Parcel Map 94.154:

CLOSED SESSION - The City Council shall convene in closed session to confer with

Monday, August 3, 1998, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
