PETERS CANYON HIKING AND RIDING TRAIL
SUMMARY: The Peters Canyon Regional Riding and Hiking Trail is a 12'mile route
across mid-Orange County and is comprised of a Class 1 bicycle and riding/hiking trail
linking Upper Newport Bay to Irvine Regional Park (Exhibit A). The Trail is identified on
the Orange County Arterial Bikeway system and the Orange County Master Plan of
Riding and Hiking Trails. The purpose of this report is to provide an update on the Trail's
development and completion.
RECOMMENDATION
That the City Council receive and file this report.
BACKGROUND
At the July 7, '1998' City Council meeting, Councilman Potts requested a status update on the
Peters Canyon Hiking and Riding Trail.
The last status report provided to the City Council was on December 1; 1997. Since that time
certain improvements have been made and plans have been prepared. The following is the current
status of new improvements by trail linkages:,
Irvine Regional Park through the City of Tustin
in January of this year, the County replaced the wood chips along a portion of the trail with
decomposed granite at a cost of approximately $70,000. Plans have been prepared for the portion
of trail under Jamboree' Road and are currently under review. The County and the City of Irvine
are jointly clearing a 9 foot width along the easterly shoulder of Jamboree from the Irvine Regional
Park to Peters Canyon Regional Park. The purpose of the clearing is to connect the hiking trail
between the two parks. Once the trail is completed,the County will construct wood fencing along
this portion of the trail.

East of Jamboree Road undercrossing (City of Irvine)
The landscape plans for Planning Area 3, which is south of Irvine Boulevard and north of Bryan
Avenue, are complete and commencement of construction is anticipated by the end of this July.
The trail will be constructed in phases/segments along with approved residential development.
The Irvine Family Homestead Garden and Ranch Headquarters buildings at the irvine Company
Agricultural Headquarters will be retained and in. corporated into a 16 1/2 acre Special Use Park.
Proposals for the Agricultural Headquarters are still being considered. As of the date of this report,
no future construction dates have been determined.
Irvine Boulevard to Interstate 5 (City of Irvine)
Along this portion, the Transportation Corridor Agency, which is responsible for the construction of
the Transportation Corridor overpass, is presently constructing a trail undercrossing at Bryan
Avenue: The hiking trail is being constructed along the west levy of the Peters Canyon Wash and
the bike trail is along the east levy. From Bryan Avenue the trail will be above grade behind "The
· Marketplace".
Interstate 5 to A.T.S.F. Rail line (City of lrvine)
Within this portion a paved bike trail undercrossing at Walnut Avenue is presently under
construction. An area along the west side of the bike trail is being considered for the continuation
of the hiking trail. The undercrossing at the A.T.S.F. Rail line is presently under construction and
close to being finished.
A.T.S.F. Rail line to Warner Avenue (MCAS, Tustin)
At this time there are no plans for trail crossings at Edinger Avenue.'
Warner Avenue to Newport Back Bay
Along this portion, the County is currently negotiating the acquisition of five-year easement leases
from private property owners within Newport Beach, in order to connect the bike trail from the 405
freeway to the existing bike trail at Newport Back Bay.
The Community DeveloPment Department will continue to monitor the implementation of the
Peters Canyon Regional Riding and Hiking Trail. As new information becomes available the staff
will report back to the City Council.
