FINAL PARCEL MAP 94-154 (STOCKMAN)
SUMMARY: The approved Tentative Parcel Map 94'154 permitted a subdivision of a one
acre commercial parcel into two parcels on the property located at 174 and 180 East Main
Street. Tentative Parcel Map 94-154 included numerous conditions to be fulfilled prior to
approval of the Find Map. The conditions have .now been fulfilled for the Final Map. If
approved by the City Council, the Find Map may be recorded with the Orange County
Recorder's Office.
Applicant: Valley Consultants, Inc. Owner: Donald Stockman Tr.
RECOMMENDATION
That the City Council adopt Resolution No. 98-63 approving Final Parcel Map 94-154.
FISCAL IMPACT
The Final Map is an applicant initiated project. The applicant has paid application fees to
recover the cost of processing this application.
DISCUSSION
On July 22, 1996, the Planning Commission adopted Resolution No. 3459 recommending
that the City Council approve Tentative Parcel Map 94-154. The City Council approved
Tentative Parcel Map 94-154 on August 5, 1996 by adopting Resolution No. 96-85.
These approvals included numerous conditions to be met prior to approval of the Final
Map. Tentative Parcel Map 94-154 includes two (2) numbered lots subdivide and existing
one acre commercial development. The site is located on the south side of Main Street at
Prospect Avenue.

Staff has determined that the Final Map is in substantial conformance with the Tentative
Parcel Map approvals, the City's. Zoning Code and Subdivision Code, and the State
Subdivision Map Act. Based upon this conformance, staff recommends that the City
Council approve Final Parcel Map 952154.

RESOLUTION NO. 98-63
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN APPROVING
FINAL PARCEL MAP 94-154
The City Council of the City of Tustin does hereby resolve as follows:
I. The City Council finds and determines as follows:
A. That Final Parcel Map 94-154. has been submitted by Valley Consultants,
Inc.;
B. That a public hearing was duly called, noticed and held for Tentative Parcel
Map 94-154 on July 22, 1996. At this hearing, the Planning Commission
recommended that the City Council approve said map. Subsequently, the
City Council approved Tentative Parcel Map 94-154 on August 5, 1996;
C. Pursuant to Section 15268(b) (Ministerial Projects) of the California
Environmental Quality Act, the Final map is considered statutorily exempt
from the requirements of CEQA;
D. That the proposed subdivision is in conformance with the Tustin Area
General Plan, and Subdivision Map Act and Tustin City Codes as it pertains
to the development of commercial property;
E. No parkland dedication is required for this subdivision as this is a
commercial project and no new development is proPosed;
F. That the site is physically suitable for the type of development proposed;
G. That the site is physically suitable for the proposed density of development;
H.
That the design of the subdivision or the proposed improvements are not
likely to cause substantial environmental damage or substantially' and
avoidably injure fish or wildlife in their habitat;
That the design of the subdivision or the type of improvements proposed will
not conflict with easements acquired by the public, for access through or use
of the property within the proposed subdivision;
J. That the design of'the subdivision or the types of imProvements propoSed
are not likely to cause serious public health problems;

AGREEMENT

Matthew M. and Linda T. Bovee hereinafter referred to as "Subdivider" and the City of Tustin, a
municipal corporation, hereinafter referred to as "City".
WHEREAS, Subdivider has prepared and offered to City for acceptance a parcel map 94-
154; and
WHEREAS, Section 66495 of the Government Code requires that tract monuments be set
by Subdivider before recordation of a final tract map or that Subdivider contract for and bond such
obligations.
NOW, THEREFORE, Subdivider hereby agrees to furnish and install all monuments for
