3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING THE
4 CLASSIFICATION PLAN
"' 6 WHEREAS, the City adopted a Classification Plan in 1984,
by adopting Resolution No. 84-63; and
WHEREAS, it is desireable and appropriate to revise and
update the Classification Plan when appropriate;
9 NOW, THEREFORE, the City Council of the City of Tustin,
California, does hereby resolve that the Classification Plan
~0 of the City of Tustin, dated August 20, 1984, is hereby
amended to include the classification of Lead Communications
~ Officer, as outlined in the attached job description.
Passed and adopted at a regular meeting of the Tustin
City Council held on the 18th day of July, 1994.

LEAD COMMUNICATIONS OFFICER
DEFINITION
Under general direction from the Support Services Supervisor, the Lead Communications
Officer is a working supervisory position responsible for the coordination and training of a
Communications Section shift staff and the duties of its personnel.

Coordinates police communications for the shift of assignment; performs the duties and
responsibilities of a Communications Officer; assists in implementing computer applications;
assist in computer maintenance tasks; supervises, evaluates and prepares performance
~alU"ati0n~0n subordinates; pr0vide~raining'f0r new 00mrnunications Officers; identifies
communications section equipment needs; responsible for maintenance of communications
equipment and computers including CAD, Card Access Computer, and 24-hour tape logger;
maintains an adequate inventory of forms, equipment, and supplies; files and updates all data,
maps diagrams and reference materials.
MINIMUM QUALIFICATIONS
.EducatlonE_L~_~p_~rience
Graduation from High School, or G.E.D. equivalency, supplemented by three (3) years of
experience as a police dispatcher.
Knowledqe of
Police communications equipment; activities and functions performed by a police department;
computer applications for a police department, Computer Aided Dispatching; general law
enforcement practices; municipal government operations; effective supervisory techniques;
local, state, and national regulations pertaining to communications systems; police dispatching
procedures.
Skill in
Training and instructing others in the technical operation of communications equipment;
supervising and evaluating subordinate personnel; communicating effectively both orally and
in writing; establishing effective working relationship with those contacted in the course of
work; planning, coordinating and assisting in the administration of short and long range
development and operational goals for the police communications system.
ADDITIONAL REQUIREMENT
Incumbent must be able and available to work all shifts, as well as, holidays and weekends,
as assigned.
