HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER SERVICES DIVISION AWARD OF CONTRACT FOR MAIN STREET DEMOLITION PROJECT (PROJECT NO. 600108) SUMMARY: This action is a request for authorization to award a construction contract for the demolition of two existing structures at the Main Street water facilities site. RECOMMENDATION: It is recommended that the Tustin City COuncil award the contract for the subject project to John Beck of Chino, California, in the amount of $13,330. FISCAL IMPACT: The amount of this contract is $13,330. There is currently $4,458,000 remaining in the 1997/98 Water Service Capital Improvement Program Budget allocated for completion of this project. BACKGROUND: The City Council authorized advertisement and soliciting bids for this project on May 18, 1998. Bids were opened on June 16, 1998, and five bids were received as follows: 1. Environmental Control Systems, Inc ................................................. $18,937.00 4. American Demolition/Concrete C'utting, inc ..................................... $28,518.00 5. VECS Environmental Services, Inc ................................................... $29,295.00 The low bid by John Beck is 56.1% under the engineer's estimate of $30,475. Demolition projects of this nature are not common and are difficult to estimate. The significant variance is due to the use of a conservative estimate because of the unique nature of this project and the difficulty in obtaining comparable bid information. The contractor's references have been verified and past job performance has been satisfactory. DISCUSSION: This contract will allow for demolition of two buildings at 245 and 275 E. Main Street. It will accommodate the drilling of the new Main Street Well No. 4 and provide additional storage space for Water Division vehicles and equipment. The action is consistent with the site plan and will allow for ultimate renovation/expansion of the water facilities to include a new 2.2 million gallon reservoir, booster pumping station and emergency power generation facilities.
