HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SYCAMORE AVENUE IMPROVEMENTS BETWEEN NEWPORT AVENUE AND PASADENA AVENUE (NORTH SIDE) SUMMARY Staff is requesting authorizatiOn from the City Council to proceed with construction of a :block wall and landscape improvements along the northerly side of Sycamore Avenue between Newport Avenue and Pasadena Avenue subject to an appropriation of $214,500 from the Redevelopment Agency's :South Central Project Area Funds to the Sycamore Avenue Capital Improvement Project No. 700149. RECOMMENDATION It is recommended the City Council take the following action, subject to an appropriation of $214,500 from the Redevelopment Agency's South Central Project Area Funds to Capital Improvement Project No. 700149: Authorize staff to administrate a contract change order with Brongo Construction for the construction of a block wall and relocation of the 8" water main along the northerly side of Sycamore Avenue between Newport Avenue and Pasadena Avenue. 2. Authorize the installation of landscaping and irrigation along the northerly side of Sycamore Avenue between Newport Avenue and Pasadena Avenue in conjunction with the East Tustin Rehabilitation Project. FISCAL IMPACT This project will necessitate an appropriation of $214,500 from the Redevelopment Agency's South Central Project Area Funds to Capital Improvement Project No. 700149. 'This appropriation request is scheduled before the Tustin Community Redevelopment Agency at their meeting of July 7, 1998. BACKGROUND The City is currently under contract with Brongo Construction for the construction of storm drain improvements along the northerly and southerly sides of Sycamore Avenue, and construction of a block wall along the southerly side of Sycamore Avenue between Newport Avenue and the SR-55 Freeway. Once the storm drain and block wall construction is complete, the southerly side of Sycamore Avenue will be landscaped in conjunction with the East Tustin RehabilitationProject. In preparation for the installation of the storm drain line on the north side of Sycamore Avenue all the existing vegetation was removed exposing a chain link fence and the adjacent properties. Subsequently, requests were received to complete this entryway to our City by constructing a matching block wall and landscaping on the north side. In an effort to reduce the cost of construction and eliminate the need to award a new construction contract, staff proceeded'with the design of the northerly wall in anticipation of being able to utilize the existing contractor through a change order or a supplemental agreement. However, during the design process it was determined that the wall construction will require the relocation of an existing 8" water main and the installation of a localized drainage system on adjacent private property due to conflicts with the wall footing and the blocking of existing drainage patterns.
