RESOLUTION 02-98
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ESTABLISHING A PRIMA FACIE SPEED LIMIT ON EDINGER
AVENUE BETWEEN 1400 FEET EAST OF RED HILL AVENUE AND
JAMBOREE ROAD
WHEREAS, 'California Vehicle Code Section 22352 established certain default
prima facie speed limits for certain types of streets and highways; and
WHEREAS, California Vehicle Code Sections 22357 and 22358 provide that
local entities may make a determination, upon the basis of an engineering and traffic
survey, that a different speed limit would facilitate the orderly movement of vehicular
traffic and would be reasonable, and safe; and
WHEREAS, California Vehicle Code Section 627(b) defines engineering and
traffic surveys to include a consideration of all of the following'
1. Prevailing speeds as determined by traffic engineering measurements;
2. Accident Records;
3. Highway, traffic and roadside conditions not readily apparent to the driver;
and
WHEREAS, the California :Department of Transportation has established
methods of conducting engineering' and traffic surveys as required by the California
Vehicle Code; and
WHEREAS, the City of Tustin has completed an engineering and traffic survey in
accordance with the requirements of Vehicle Code Section 627 and pursuant to
Vehicle Code Section 22357 and 22358;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
as follows;
Section 1' Based upon the above referenced engineering and traffic survey
the following speed limit is established.

Section 2: The speed limits established in Section 1 shall be effective when
appropriate signs giving notice thereof are erected upon the street.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 21st day of October 2002.
