SUBJECT: SUMMARY OF PROJECTS
The following is a list of projects and activities for your information. The list focuses on
the status of projects that the Planning Commission, Zoning Administrator, or Community
Development Director approved, major improvement projects, and other items of
interest.
Major Projects in Plan Check
· Ethan Allen Retail Building (2996 El Camino Real): Building plans for the new
15,370 square foot showroom are approved and are ready to be issued. Grading
permits issued and grading is underway.
· Dr. Helm's Medical Office and Service Retail Building (215 El Camino Real):
Plans have been issued for the new building, and the building is nearing
completion.
· Starbuck's Center Freeway Sign (1450 El Camino Real): Plans for the freeway
sign and monument sign are in plan check and are almost ready to be issued.
· Albertson's Store (13270 Newport Avenue): Building and grading plans have
been approved for the new 50,000 square foot supermarket and are ready to be
issued. Demolition permits have been issued and demolition is underway.
· Columbus Park and School Renovations (17522 Beneta Way): Plans are in
plan check for renovations to the sports fields, snack shop building, field lighting,
and restrooms. The renovations are being done with a joint agreement between
the City of Tustin and the Tustin Unified School District.
Major Projects Under Construction
· Coin-Operated Carwash (101 N. Tustin Avenue): Grading and building plans for
a coin-operated carwash were issued on September 6, 2002, and the project is
currently under construction.

Dialysis Center (535 E. First Street)! Tenant improvement plans for a 9,000
square foot dialysis center at an existing bank building were issued on July 16,
2002, and the project is nearing completion.
Quail Meadows Condominiums (17574 Vandenberg Lane): Structural plans to
rehabilitate an existing parking structure at a condominium complex were issued
on October 7, 2002, and the project is ready to begin construction.
New Single Family Residence (170 N. Mountain View): The grading and
foundation are complete for the new single-family residence on Mountain View.
Heritage Place Senior Housing (1101 Sycamore): Permits to construct the 54-
unit affordable senior housing project were issued on September 11, 2002, and
the grading is complete.
Nextel Minor Wireless Facility (1452 Edinger Avenue): Building permits to
construct a rooftop-mounted wireless facility were issued on May 21, 2001, and
the project is ready to begin construction.
Village of Hope (MCAS Tustin at LansdowneNalencia): Building permits were
issued on May 9, 2002, for the two (2) buildings located at 15635 and 15686
Landsdowne. There is currently no building activity; however, the Orange County
Rescue Mission is currently arranging pro bono contract work that should begin
shortly.
Ralphs Shopping Center (14551 Red Hill Avenue): Building permits for a
shopping center fa(;ade renovation issued on May 20, 2002. The project is
nearing completion and expected to receive a final within a few weeks.
Acorn Naturalist (155 El Camino Real): Grading and building plans for the two-
story office and retail building were issued on April 19, 2002. The project is under
construction and is nearing completion; the parking lot is being graded for
pavement.
Tustin Ranch Estates Phase 2 (Pioneer Way and Pioneer Road): Forty-nine (49)
homes have been finaled, and there are two (2) homes remaining to be finished.
Cameo Woods (Peters Canyon Road): The three (3) model homes were
completed on April 23, 2002, and nineteen (19) homes have been finaled to date.
.Westgate Office Buildings (12569 and 12575 Newport Avenue): The first
building and site amenities at 12569 Newport Avenue are completed. The shell of
the second office building at 12575 Newport Avenue is nearing completion, and
the tenant improvement plans for the tenant spaces are in plan check.

Tustin Car Wash (535 E. Main Street): The new carwash building and retail
building are finished. The entire project is nearing completion.
Cingular Wireless (14662 Newport Avenue): Building permits were issued on
August 13, 2002, and the project is currently under construction.
Recently Completed Projects
Jamboree Service Station (3017 Edinger Avenue): The combination service
station and convenience store with a fast food drive-through window was
completed on August 19, 2002.
Washington Mutual Remodel (615 E. First Street): An 8,322 square foot tenant
improvement at an existing bank building, including interior and minor exterior
modifications, was completed on September 20, 2002.
AT&T Wireless (1421 Edinger): Building permits for a wireless facility, designed
as a tower element between two buildings, is completed and in operation.
Starbucks Retail Center (1450 El Camino Real): Construction for the 6,000
square foot retail shell is complete. Tenant improvement plans for the Starbucks
retail space and two (2) of the four (4) adjacent spaces are completed and open
for business.
Tustin Acura (9 Auto Center Drive): The showroom remodel and expansion was
completed on July 23, 2002.
Tustin Transmission (14122 Newport Avenue): The certificate of occupancy for
the new automotive building was issued on June 12, 2002.
Chin Chin Restaurant (2945 El Camino Real): Tenant improvement plans for a
new restaurant at the Tustin Marketplace were issued on July 23, 2002.
Construction is complete and the restaurant is open for business.
Zov's Bistro (17440 17th Street): The outdoor dining area was completed on
August 21, 2002.
Roadway Improvements
El Camino Real Streetscape Improvements (between Newport Avenue and
First Street): The construction of streetscape improvements, such as decorative
brick paving, landscaping, planters, and lighting by Southern California Edison,
will occur on both sides of the street between February 2002 and expected to be
finished by November 2002. Intermittent parking closures and minor detours will
occur.

Annual Major Roadway Maintenance (major streets including Tustin Ranch
Road): Roadway maintenance such as resurfacing will begin in March 2003 and
be completed by July 2003.
Edinger Avenue Widening (between Jamboree Road and Red Hill Avenue):
The Capital Improvement Project (CIP) to widen both sides of Edinger Avenue to
three lanes in each direction is complete.
Traffic Signal Modifications (Newport Avenue and Main Street): The project to
add left-turn phasing in both directions on Main Street is complete.
Miscellaneous
· The City of Tustin Water Reservoir Project (235 E. Main Street): Permits for the
water reservoir, pumping plant, chlorinating building, wellhouse, parking lot, water
feature, and landscaping have been issued and construction is well underway.
The new reservoir is operational, however, final Fire Authority inspections need to
be made; building and parking lot improvements are under construction and
expected to be finished by November 2002.
Zoning Administrator Actions
Zoning Administrator Action 02-003 (18302 Irvine Boulevard): A request for
authorization to expand an existing roof-mounted minor wireless facility within an
existing roof screen area was approved on September 18, 2002.
