SUBJECT: AWARD CONTRACT FOR THE ARMSTRONG AVENUE, WARNER AVENUE,
DISPOSITION AREA 2B, 2C, & 8 GRADING AND STORM DRAIN PROJECT
(COLLECTIVELY, CIP NO. 70201, 70202, & 70222)
SUMMARY
Staff is requesting that the City Council award the construction contract for the Armstrong Avenue,
Warner Avenue, and Disposition Area 2B, 2C, & 8 Grading and Storm Drain Project (Collectively
CIP No. 70201, 70202, and 70222) to the lowest responsive/responsible bidder, Sukut
Construction, Inc., and appropriate necessary project funding from Land Proceeds.
RECOMMENDATION
It is recommended that the City Council:
Appropriate $10,700,000 from Land Proceeds (Fund No. 189) as identified in the adopted
Fiscal Year 2013-2014 Capital Improvement Program; obligating $2,200,000 for Armstrong
Avenue Grading and Storm Drain (CIP 70201), $500,000 for Warner Avenue Grading and
Storm Drain (CIP 70202), and $8,000,000 for Disposition Area 2B, 2C, & 8 Grading (CIP
70222) covering the costs of construction, construction management and engineering,
environmental mitigation monitoring/compliance, geotechnical and materials testing,
archaeology and paleontology monitoring/compliance, and a fifteen (15%) construction
contract contingency.
Z Award the construction contract for the Armstrong Avenue, Warner Avenue, and
Disposition Area 2B, 2C, & 8 Grading and Storm Drain Project (Collectively CIP No. 70201,
70202, and 70222) to the lowest responsive/responsible bidder, Sukut Construction, Inc., in
the amount of $8,486,135 and authorize the Mayor and the City Clerk to execute the
contract documents on behalf of the City;
FISCAL IMPACT
With the recommended action, sufficient funds will be available to cover project expenditures as
estimated in the approved Fiscal Year 2013-2014 Capital Improvement Program for the Armstrong
Avenue, Warner Avenue, and Disposition Area 2B, 2C, & 8 Grading and Storm Drain Project
(Collectively CIP No. 70201, 70202, and 70222). Fund 189 will provide all necessary funding and
as future development occurs within Legacy, the associated backbone fee (Fund 187) will
reimburse Fund 189 for both Armstrong and Warner.
DISCUSSION
On May 21, 2013 City Council approved the plans and specifications and authorized the City Clerk
to solicit bids. The grading of Disposition Areas 2B, 2C & 8 within Neighborhood D is split into two
phases due to the existence of a temporary Irvine Ranch Water District (IRWD) sewer in the phase

2 area which must remain in place until the permanent sewer is built along B@D3nCa Parkway and
within the existing pDrbOO Of Tustin Ranch Road. This permanent sewer work is being cOOSLRJctBd

and the grading of both phases. Since the grading of this site requires imported material from the
future Community Park site and also vvoU|d eliminate drainage GVVG|es and detention b@SiOS

as the iDSt8||GdDO Of the storm drain system within these roadways is also required.
Formal bids were publicly opened on July 17' 2013 and reviewed by Public Works. Four (4) bids
were received by the noticed deadline and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for 8ukUt Construction, Inc.
and has determined that they are appropriate for the project.
It is recommended that the City Council award the COnstnUCiioD contract to the k}VVeSt
responsive/responsible bidder. SUhUt Construction, Inc., and 8UihO[iz8 the K8ayO[ and the City
Clerk to execute the contract documents on behalf of the City.
