HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER SERVICES DIVISION AUTHORIZATION TO ADVERTISE FOR BIDS FOR DRILLING OF MAIN STREET WELL NO. 4 (CITY PROJECT NO. 600103) SUMMARY This action is a request for authorization to advertise for bids for drilling of Main Street Well No. 4. RECOMMENDATION That the City Council 1. Adopt Resolution No. 98-50 approving the environmental determination for the project. . Adopt Resolution No. 98-35 approving the plans and specifications and authorizing advertisement for bids for the subject project. FISCAL IMPACT The engineer's estimate for this project is $345,400. There is currently $1,297,700 remaining in the 1997/98 budget allocated for completion of this project. This well will be constructed under the Orange County Water District (OCWD) conjunctive use well construction program as authorized in the agreement approved by the City Council on October 21, 1996. The City will be reimbursed for expenses as they occur. Once the well is operating, the City will repay OCWD for capital costs over the next 20 years based on an interest rate of 3.5%. The water supply from this well will reduce the City's annual water production expenses by $200,000 per year. BACKGROUND The drilling of the replacement water well was budgeted as a Water Capital Improvement Program project within the current Fiscal Year. City Project No. 600103 consists of constructing a new water well at the Main Street Plant which will replace Main Street Well No. 2. DISCUSSION On August 19, 1996 the Tustin City Council authorized Richard C. Slade & Associates (Slade) to prepare plans and specifications for the subject well replacement. Slade has completed the plans and specifications which have been reviewed and approved by City staff. During the preliminary design phases of the project, Slade recommended that the new well not be drilled in the site originally selected due to its close proximity to existing active and previously abandoned wells. The City Council subsequently authorized the purchase of the adjacent property at 275 E. Main Street on which the new well will be drilled. The well will be constructed in two phases. The first phase, to be completed under this contract, will ~be the drilling and construction of the subsurface facilities. Once the drilling and testing are complete, and the water quality and flow of the well are known, final design of the wellhead facilities will be completed and a second contract will be issued for construction of those facilities. Veeh Water Services Manager TDS:GRV:klb/COUNCIL:Plans & Specs Well No. 4 I 2 3 5 6 7 8 9' 10 11 12 13 14 15 16 17 18 19 20 21 22 2.3 24 25 26 27 28 RESOLUTION NO. 98-35 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR DRILLING OF MAIN STREET WELL NO. 4 AS A REPLACEMENT FOR EXISTING MAIN STREET WELL NO. 2 (CITY PROJECT NO. 600103), AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract construction for the drilling of a replacement water well; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Drilling of Main Street Well No. 4, (City Project No. 600103) BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as requited by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting, of the City Council 'of the City of Tustin, held on the 4t~ day of May 1998. Saltarelli, Mayor Pamela Stoker, City Clerk 3 5 6 7 8 9 ~0 11 12 14 15 16 17 18 19 20 2I 24 26 27 RESOLUTION NO. 98 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT THE NEGATIVE DECLARATION APPROVED BY CITY COUNCIL ON FEBRUARY 17, 1998 (RESOLUTION NO. 98-14) IS ADEQUATE FOR THE MAIN STREET WELL FACILITIES WELL NO. 4 CONSTRUCTION PROJECT. APPLICABLE MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT The City Council of the City of Tustin does hereby resolve as follows: A) That the Main Street Water Facilities Well No. 4 Construction Project (Project No. 600103) is considered a project pursuant to terms of the California Environmental Quality Act; and B) That the project is covered under a previously certified Negative Declaration (Resolution No. 98-14) which serves as the Negative Declaration for the project. II. The-Main Street Water Facilities Negative Declaration, previously certified on February 17, 1998,. was considered prior to the approval of this project. The City Council hereby finds that this project is within the Scope of the Negative Declaration for Main Street Water Facilities previously approved; the affects of this project relating to grading, . drainage, circulation, public services and utilities were examined in the Negative Declaration. The applicable mitigation measures and alternatives developed in the Negative Declaration are incorporated into this project. The Final Negative Declaration is, therefore determined to be adequate to serve as the Negative Declaration for this project and satisfies all requirements of the California Environmental Quality Act. Further, the City Council finds that the project involves no potential for any adverse effect, either individually or cumulat, ively on wildlife resources; and therefore make a DeMinimum Impact Finding related to Fish and Game code section 711.4.
