HUSTON PERSONNEL SERVICES REQUEST FOR: LEAVE OF ABSENCE - ROBERT LEE Upon the recommendation of the City Manager, authorize a leave of absence for Robert Lee exceeding 30 days. RECOMMENDATION: That the City Council authorize a leave of absence be granted to Robert Lee for medical reasons due to an off-the-job injury until February 1, 1999 or until he is fully released by his doctor to return to work. If there is an opening available in the position of Maintenance Worker when Mr. Lee is able to return to work, he may return to his usual classification. If no opening exists, when Mr. Lee is released to return to work by his doctor, he will be placed on a re-employment list for one year and be eligible for reinstatement when an opening occurs. FISCAL IMPACT: Since Mr. Lee has exhausted 90 days of medical leave and is not eligible for benefits at this time, the cost to the City is not significant. The Field Services Division will fill Mr. Lee's position to allow the department to be more productive. BACKGROUND' On January 22, 1998, Mr. Lee went on a non-industrial medical leave of absence and was expected to return to work on March 2, 1998. Mr. Lee's disability has now been extended to July 6, 1998 with no guarantee of release at that time. The Field Services Division is currently short-handed and the work load has been increased due to additional park maintenance duties because of new parks. It has become increasingly difficult to continue to leave Mr. Lee's position unfilled. Upon Mr. Lee's release from disability status, he may return to work if there is an available position for him.
