SUMMARY: Staff is requesting the City Council set the date and time to conduct
interviews to fill vacancies on the Planning Commission and Parks and Recreation
Commission.
RECOMMENDATION'
Pleasure of the City Council.
BACKGROUND:
Term expirations will occur on July 20, 1998 for Planning Commissioners Steve
Kozak, Howard Mitzman and Leslie Pontious; and for Parks and Recreation
Commissioners Kenneth Eckman, Karen Hillyard and Ken Royal.
To begin the recruitment process, staff issued press releases to the Tustin Weekly,
Tustin News, and the Register. The press releases informed residents that the City
Council was seeking candidates interested in serving on the Planning Commission
and Parks and Recreation Commission; and provided information on the number of
vacancies, required qualifications, compensation, and duties.
The following individuals have expressed interest and their applications are
attached for City Council review:
Planning Commission (3 vacancies): Jane Anderson, John Dodd, Joan Glad, Paul
Jones, Steve Kozak, Paul Lentz, Ronald Middlebrook, Leslie Pontious, Nazir
Qureshi, Michael Raneses, and Michael Schaefer.
Parks and Recreation Commission (3 vacancies): Karen Hillyard, Stan Lewis,
Ronald Middlebrook, Adrian Morton, and Michael Schaefer.

The final step in the selection process would be completion of ballots by the City

I have been a Tustin-area resident for 35 years. Although I was very active in
community affairs as a youth through the local 4-H club, most of my community service
as an adult has been through professional organizations. I now wish to become more
involved in direct community and government service.

While attending U.C. Davis, I majored in environmental policy and urban planning
and, therefore, ara familiar with the fundamental planning concepts and the role of a
planning commissioner in local government. I have occasionally handled cases relating
to the permitting process in my law practice. Furthermore, my experience on various
boards and commissions over the last ten years has prepared me for service on the
planning commission. Currently I am a member of the State Commission on Judicial
Nominees Evaluation, which investigates and evaluates candidates for judicial
appointment by the Governor. This requires analytical skills as well as the ability to
work with a diverse group of individuals and render a decision. Finally, my service in the
judicial branch of government as a research attorney at a California Court of Appeal
required I analyze complex questions and render decisions on a variety of important
issues.

University of Utah in 1965.
Established the Chi°ld and Family Clinic and School at Primary Children's Hospital
in Salt Lake City, where she .directed.mental health services from 1965-1968.
Joined the staff of Children's Hospital of Orange County in November of 1968 and

of 2.2 million encompassing 42 cities, and an annual combined operating budget of $139.2 million.
Duties include responsibility for all aspects of district business and administrative functions, treatment
plant and water system operations, Board of Directors working relationships and policy implementation,
staff leadership, governmental and public affairs management, and interagency liaison with MWD and
member utilities. Prior positions with the districts included Manager of Operations and Senior Manager
responsible for the Operations, Engineering, Water Quality and Finance departments.

Reasons for applying for this position:
I' am always aware of the beauty and safeness of our Tustin
Parks. I am also concerned with the youth activities in and
around Tustin.
I have visited all the Tustin parks, some, more than others.
I love the nature aspects of the parks and the recreation
equipment designed for small children. I am looking forward to
the opening of Heritage Park. In the future i will push for
the entertainment stage at Peppertree Park. In my opinion all
the various functions in Tustin like TILLER DAYS,CHILI COOK
OFFs,GOLDEN SPIKE,PANCAKE BREAKFAST and many other events
bring people togather to enjoy Tustin and thats what we
Tustiners are all about.
Background and Experience:
I have lived in Tustin for 14' years, came from Costa Mesa.
Raised many children and I am a former foster father. In the
past I have worked with children at the Costa Mesa boys club
and also being a former boyscout which gives me a little
experience of understanding childrens needs of all ages.
I will be retiring from the City of Newport Beach, 12 June
putting me in position to devote 100% to the commission. I
am also retired from the military, 10 years active and 23
years in the National Guard and Army'Reserves. My job with
them was an instructor. While serving with the city
government and military time/cost accounting, meeting and
interviewing people and reading blueprints of various
construction activities,experienced me with various
contractual activities. I always follow up on completed jobs
performed by contractors.
As a former board member and president of the board for a
local homeowners association I am experience with money, what
comes in and where it goes.
My expertise is communicating with people of all races
backgrounds and ages. I am loyal,trustworthy,patient and
reliable to name a few. I AM ALSO AN ORGANIZER and I BELIEVE
IN GETTING THE JOB DONE.
