If you wish to address the Commission on any matter, please fill out one of the forms located at the speaker’s podium so that your remarks within the recording of the meeting can be attributed to you. Completion of this form is not mandatory, but accurately provides your information for the record. CONSENT CALENDAR: All matters listed under the Consent Calendar are considered routine and will be enacted by one motion. There will be no separate discussion of these items prior to the time of the voting on the motion unless members of the Commission, staff, or public request specific items to be discussed and/or removed from the Consent Calendar for separate action. 1. APPROVAL OF MINUTES – JULY 09, 2013, PLANNING COMMISSION MEETING. RECOMMENDATION: That the Planning Commission approve the minutes of the July 09, 2013, meeting as provided. Any writings or documents provided to a majority of the Planning Commission regarding any item on this agenda will be made available for public inspection in the Community Development Department located at 300 Centennial Way, Tustin, California, during normal business hours. IIn compliance with the Americans With Disabilities Act, if you need special assistance to participate in this meeting, please contact the office of the City Clerk at (714) 573-3025. Notification 72 hours prior to the meeting will enable the City to make reasonable arrangements to assure accessibility to this meeting. Agenda – Planning Commission August 13, 2013 – Page 1 of 2 PUBLIC HEARINGS: 2. GENERAL PLAN AMENDMENT 2013-002 – HOUSING ELEMENT UPDATE General Plan Amendment (GPA) 2013-002 consists of an update to the City of Tustin General Plan Housing Element. The Housing Element was most recently adopted by the Tustin City Council on June 16, 2009. The City of Tustin is required by State law (Government Code Section 65588) to periodically review and update its Housing Element. The Housing Element sets forth the City’s strategy to preserve and enhance the community’s character, expand housing opportunities for the City’s various economic segments, and provide the policy guidance for local decision making related to housing. APPLICANT: City of Tustin LOCATION: Citywide ENVIRONMENTAL: The proposed GPA 2013-002 is considered a “project” subject to the terms of the California Environmental Quality Act (“CEQA”). An Initial Study and findings for a proposed Negative Declaration have been prepared regarding this project for consideration and recommendation by the Planning Commission. RECOMMENDATION: 1. That the Planning Commission adopt Resolution No. 4227, recommending that the City Council adopt a Negative Declaration for General Plan Amendment 2013-002. 2. That the Planning Commission adopt Resolution No. 4228, recommending that the City Council approve General Plan Amendment 2013-002, updating the Housing Element.
