HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION FROM' RESOLUTION APPROVING THE SUBMITTAL OF APPLICATIONS FOR PAVEMENT REHABILITATION PROJECTS TO THE ORANGE COUNTY TRANSPORTATION SUBdEOT: AUTHORITY (OCTA) UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAM (CTFP)/ARTERIAL HIGHWAY REHABILITATION PROGRAM (AHRP) SUMMARY: The Orange County Transportation Authority (OCTA) has issued a call for projects for the Arterial Highway Rehabilitation Program (AHRP). The City Council is required to approve bY resolution the submittal of the improvement projects to OCTA for funding under the Combined Transportation Funding Program. RECOMMENDATION In order to receive funding from the Arterial Highway Rehabilitation Program, it is recommended that the citY Council adopt Resolution No. 98-49 approving the submittal of the improvement projects to the Orange County Transportation Authority (OCTA). FISCAL IMPACT The maximum OCTA funding allocation for each improvement project is $400,000. Based on the project cost estimates prepared for the City's AHRP funding applications, the City is requesting over $1 million in AHRP funds. The City is required to provide a minimum of fifty (50) percent matching funds for each candidate project. The City's matching funds will amount to approximately $1.2 million, using Capital Improvement Program (CIP) funds. A positive fiscal impact will result-if the City's applications are approved. BACKGROUND The Arterial Highway Rehabilitation Program (AHRP) has been dex;eloped to support the efforts of addressing arterial pavement rehabilitation needs in Orange County. Specifically, the AHRP is designed to fund pavement rehabilitation projects on Master Plan of Arterial Highways (MPAH) roadways throughout Orange County. Approximately $10.1 million is presently available for this competitive funding program from savings through the Surface Transportation Program (STP). An additional $7 million is anticipated to be available should the Intermodal Surface Transportation Efficiency Act (ISTEA) be reauthorized. The City of Tustin has had a Pavement Management Plan in place since July, 1989 with the most recent update occurring in June 1997. The information contained in the latest PMP has been used to justify the need for pavement rehabilitation on the requested improvement projects, as required in the AHRP program guidelines. The following provides a description of the proposed AHRP imprOvement projects: 1. Red Hill Avenue Rehabilitation (Edinger Avenue to Walnut Avenue) Red Hill Avenue is designated as a Major Arterial Highway on the Orange County Master Plan of Arterial Highways (MPAH) and the City's Circulation Element. Currently Red Hill Avenue is constructed as a 4- lane divided roadway, between Service Road and Walnut Avenue, and a 5-lane divided roadway, between Edinger Avenue and Service Road (two northbound and three southbound lanes), providing significant north/south traffic circulation. Although localized maintenance efforts have occurred during the last several years, this roadway segment has very poor pavement condition. The total project cost estimate for rehabilitation of Red Hill Avenue is $846,000. The City is requesting $387,000 in AHRP fimds during Fiscal Year 1998-1999. 2. Jamboree Road Reconstruction (Between 1,350 - 2,750 feet north of Tustin Ranch Road) Jamboree Road is designated as a Major Arterial Highway on the Orange County Master Plan of Arterial Highways (MPA~ and the City's Circulation Element. Currently Jamboree Road is constructed as a 4-lane divided roadway, providing significant north/south traffic circulation. The increase in residential development combined with regional through traffic and an unexpected high percentage of truck traffic has deteriorated the roadway to a very poor pavement surface condition. The total project cost estimate for reconstruction of Jamboree Road is $779,900. The City is requesting $369,500 'in AHRP funds during Fiscal Year 1999-2000. 3. Irvine Boulevard Rehabilitation (SR-55 Freeway to Prospect Avenue) Irvine Boulevard is designated as a Major Arterial Highway on the Orange County Master Plan of Arterial Highways (MPAH) and the City's Circulation Element. This arterial is also designated as a Congestion Management Program (CMP) facility. Currently Irvine Boulevard is constructed as a 6-lane divided roadway, providing significant east/west traffic circulation. This roadway segment has poor surface condition, according to the PMP. The total project cost estimate for rehabilitation of Irvine Boulevard is $420,000. The City is requesting $187,500 in AHRP funds during Fiscal Year 1999-2000. 4. Prospect Avenue Reconstruction (First Street to Irvine Boulevard) Prospect Avenue is designated as a Secondary Arterial Highway on the Orange County Master Plan of Arterial Highways (MP~ and the City's Circulation Element. Currently Prospect Avenue is constructed as a 4-lane undivided roadway, providing significant north/south traffic circulation. The PMP has identified Prospect Avenue, between First Street and Irvine Boulevard, as having very poor pavement surface condition. The total project cost estimate for reconstruction of Prospect Avenue is $215,750. The City is requesting $97,000 in AHRP funds during Fiscal Year'1999-2000. Tim D. Serlet Director of Public Works/City Engineer TDS:WA:klb/COUNCIL:Pavement Rehab Attachments Wisam Altowaiji Associate'Civil Engineer $ ? $ ~0 ~3 ~9 ~0 o , RESOLUTION NO. 98-49 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING THE SUBMITTAL OF FOUR IMPROVEMENT PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAM THE CITY COUNCIL OF THE CITY OF TUSTIN HEREBY RESOLVES, DETERMINES, AND ORDERS AS FOLLOWS THAT: WHEREAS, the City of Tustin desires to implement the transportation improvements listed below; and WHEREAS, the City of Tustin has been declared by the Orange County Transportation Authority to meet the eligibility requirements to receive Measure M "turnback" funds; and ' WHEREAS, the City's Circulation Element is consistent with the Orange County Master Plan of Arterial Highways; and WHEREAS, the City of Tustin will provide matching fimds for the project as required by the Orange County Combined Transportation Funding Program Procedures Manual; and WHEREAS, the Orange County Transportation Authority intends to allocate funds for transportation improvement projects within the incorporated cities and the County; and WHEREAS, the City of Tustin will not use Measure M funds to supplant Developer Fees or other commitments; and WHEREAS, the City of Tustin will use Arterial Highway Rehabilitation Funding as a supplement to their existing pavement management program. NOW, THEREFORE, BE IT RESOLVED THAT: The City Council of the City of Tustin hereby requests the Orange County Transportation Authority allocate funds in the amounts specified in the City's applications to the City of Tustin fi.om the Combined Transportation Funding Programs.
