AUTHORIZATION TO ADVERTISE FOR BIDS FOR MAIN STREET
DEMOLITION PROJECT, (PROJECT NO. 600108)
SUMMARY
This action is a request for authorization to advertise for bids for the demolition of two existing
structures at 245 and 275 E. Main Street.
RECOMMENDATION
That the City Council:

Adopt Resolution No. 98-48 approving the environmental determination for the project.
.
Adopt Resolution No. 98-34 approving plans and specifications and authorizing
advertisement for bids for the subject project.
FISCAL IMPACT
The engineers estimate for this project is $38,000. There is currently $4,684,000 remaining in the
1997/98 budget allocated for completion of this project.
BACKGROUND
At the meeting of February 17, 1998, the City Council approved an agreement to purchase real property
at 275 E. Main Street. The purpose of the purchase was to renovate the Main Street water facilities and
construct a new well. The new well will replace an existing well which experienced a casing failure and
reduction of capacity several years ago.
The construction area for the new well will encroach into areas currently used for equipment storage by
the Water Division. This contract will provide for the demolition of the existing structure on the newly
acquired property along with the existing single family residence at the water yard. This action is
consistent with the site plan and will provide a temporary parking area for the Water Division
equipment.
Both buildings have been surveyed for asbestos containing materials. The building at 275 E. Main
Street contains a small amount of asbestos in the roofing mastic. The single family residence at the
Water Yard has a substantial amount of asbestos in the stucco, floor tiles and ducting. The plans and
specifications provide for removing and disposing of these materials in conformance with the California
Environmental Quality Act and all applicable California Occupational Safety and Healthy Act
requirements.
DISCUSSION
On July 15, 1996 the Tustin City Council authorized Black & Veatch (B&V) to prepare plans and
specifications for the subject demolition as a part of the overall site improvements. B&V has completed
the plans and specifications which have been reviewed and approved by City staff.

RESOLUTION NO. 98-34
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
DEMOLITION OF EXISTING STRUCTURES AT THE MAIN STREET
WATER FACILITIES SITE (CITY PROJECT NO. 600108), AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract construction for the demolition of certain existing facilities; and
WHEREAS, the City Engineer has presented, plans and specifications for the
construction of said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans an.d specifications for:
Demolition of two existing structures at the Main Street site
(City Project No. 600108)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed
to advertise as required by law .for the receipt of sealed bids or proposals for the doing of the
work specified in the aforesaid plans and specifications;
BE IT FURTHER RESOLVED that this project has been approved under the
requirements of the California Environmental Quality Act through the adoption of a Mitigated
Negative Declaration on February 17, 1998.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin, held on the 18h day of May, 1998.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, FINDING THAT THE NEGATIVE DECLARATION
APPROVED BY'CITY COUNCIL ON FEBRUARY 17, 1998 (RESOLUTION
NO. 98-14) IS ADEQUATE FOR THE MAIN STREET WATER FACILITIES
DEMOLITION PROJECT. APPLICABLE MITIGATION MEASURES
HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT..
II.
The City Council of the City of Tustin does hereby resolve as follows:
A)
That the Main Street Water Facilities Demolition project (Project No.
600108) is considered a project pursuant to terms of the California
Environmental Quality Act; and
B) That the project is covered under a previously certified Negative
Declaration (Resolution No. 98-14) which serves as the Negative
Declaration for the project.
The Main Street Water Facilities Negative Declaration, previously certified on February
17, 1998, was considered prior to t.he approval of this project. The City Council hereby
finds that this project is within the Scope of the Negative Declaration for Main Street
Water Facilities previously approved; the affects of this project relating to grading,
drainage, circulation, public services and utilities were examined in the Negative
Declaration. The applicable mitigation measures and alternatives developed in the
Negative Declaration are incorporated into this project. The Final Negative Declaration
is, therefore determined to be adequate to serve as the Negative Declaration for this
project and satisfies all requirements of the California Environmental Quality Act.
Further, the City Council finds that the project involves no potential for any adverse effect,
either individually or cumulativ, ely on wildlife resources; and therefore make a DeMinimum
Impact Finding related to Fish and Game code section 711.4.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin, held on the 18h day of May, 1998.
