REGULAR MEETING OF THE CITY COUNCIL
CITY OF TUSTINr CALIFORNIA
OCTOBER 41 1993
I. CALL TO ORDER/PLEDGE OF ALLEGIANCE
The meeting was called to order by Mayor Potts at 7:00 p.m. at the
Council Chambers, 300 Centennial Way, Tustin, California. The
Pledge of Allegiance was led by Mayor Pro Tem Saltarelli.
INVOCATION
The Invocation was given by Rabbi Elie Spitz, Congregation B'Nai
Israel.
III. ROLL CALL
Council Present: Jim Potts, Mayor
Mayor Potts read and presented a proclamation to Battalion Chief
Don Forsyth proclaiming October 3-9, 1993, as Fire Prevention
Week.
Battalion Chief Forsyth accepted the proclamation on behalf of the
Orange County Fire Department; encouraged the public to develop
emergency exit drills at home, school, and work; stressed not to
re-enter a burning building; and invited everyone to attend "Open
House" at their local fire station on October 9, 1993.

VII. CONSENT CALENDAR
It was moved by Puckett, seconded by Pontious, to approve the
Consent Calendar as recommended by staff. Motion carried 4-0,
Thomas absent.
Mayor Potts commented that the incident involved in Consent
Calendar Item No. 3, Rejection of Claim No. 93-39, occurred
outside the City's jurisdiction.

IV. PROCLAMATION -
FIRE PREVENTION WEEK, OCTOBER 3-9
Mayor Potts read and presented a proclamation to Battalion Chief

4. AWARD OF CONTRACT FOR CONSULTING SERVICES - VARIOUS WATER
MAINS
Recommendation: Authorize the Mayor to execute a
professional services agreement with the firm of Daniel
Boyle Engineering, Inc., Laguna Hills, California, to
prepare plans and specifications, and to provide
geotechnical, topographic and surveying work for subject
project as recommended by the Public Works Department/Water
Services Division. 400-10
5. RESOLUTION NO. 93-109 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF
IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF
COMPLETION FOR YORBA STREET AHFP PROJECT NO. 1294 FROM FIRST
STREET TO IRVINE BOULEVARD
Recommendation: Adopt Resolution No. 93-109 accepting said
work and authorizing the recordation of the Notice of
Completion as recommended by the Public Works
Department/Engineering Division. 400-45
6. RESOLUTION NO. 93-105 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUSTIN, CALIFORNIA, APPROVING LOT LINE ADJUSTMENT
NO. 93-6
Recommendation: Adopt Resolution No. 93-105 approving
subject Lot Line Adjustment as recommended by the Public
Works Department/Engineering Division. 600-35
VIII. ORDINANCES FOR INTRODUCTION
1. URGENCY ORDINANCE NO. 1117, AMENDMENTS TO SIGN CODE
Rita Westfield, Assistant Director of Community Development,
reported that this ordinance contained minor Sign Code
revisions including: sign permit applications processed
according to State law time limits; and non-commercial
messages could be displayed on any sign where commercial
messages were permitted.
It was moved by Pontious, seconded by Saltarelli, that Urgency
Ordinance No. 1117 have first reading by title only and
introduction. Motion carried 4-0, Thomas absent.
Following first reading by title only of Urgency Ordinance No.
1117 by the City Clerk, it was moved by Puckett, seconded by
Pontious, that the following Ordinance No. 1117 be adopted:
ORDINANCE NO. 1117 - AN URGENCY ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING CHAPTER 4 OF
ARTICLE 9 OF THE TUSTIN MUNICIPAL CODE REGARDING NON-
COMMERCIAL SIGNS, NON -CONFORMING SIGNS, AND IMPOSING TIME
LIMITS FOR ACTING UPON SIGN PERMIT APPLICATIONS

Mayor Pro Tem Saltarelli appealed Item No. 4, Design Review
93-023 and Conditional Use Permit 93-030 (Tustin Sports Park).
It was moved by Saltarelli, seconded by Potts, to agendize
this item at the October 19, 1993 Council meeting. Motion

XIII. PUBLIC INPUT - None
XIV. OTHER BUSINESS
1. RAIL STATION UPDATE
Councilmember Pontious requested an update on the rail station
negotiations with the City of Irvine.
William Huston, City Manager, responded that a report would
be agendized at the October 19, 1993 Council meeting.
2. STREET SWEEPING - CARFAX AVENUE
Councilmember Pontious noted that staff would be preparing a
report addressing street sweeping on Carfax Avenue.
3. ADJOURN IN MEMORY OF DOMINIC COREA
Mayor Pro Tem Saltarelli requested adjournment in memory of
Dominic Corea, Roma D'Italia owner, who passed away October
2, 1993.
4. SUPPORT TUSTIN HIGH SCHOOL FOOTBALL
Councilmember Puckett requested residents attend and support
Tustin High School football activities.

5. TUSTIN TILLER DAY - OCTOBER 9, 1993
Councilmembers Puckett and Pontious noted family activities
and parade that would occur during Tustin Tiller Day, October
9, 1993.
6. WOMEN IN CHAMBER FASHION SHOW
Mayor Potts reported Mayor Pro Tem Saltarelli and
Councilmember Puckett were models in the recent Women in
Chamber Fashion Show.
7. ORANGE COUNTY TRANSPORTATION AUTHORITY MEETING - OCTOBER 20,
1993
Mayor Potts reported the Orange County Transportation
Authority would hold an open forum on transportation/corridor
issues on October 20, 1993, at the Garden Grove Community
Center.
8. LARWIN SQUARE CAR SHOW
Mayor Potts reported free car shows were being held at Larwin
Square on Wednesday evenings at 7:00 p.m., and encouraged
residents to attend this family event.
XV. CLOSED SESSION - None
XVI. ADJOURNMENT
Mayor Potts adjourned the meeting at 7:15 p.m. in memory of
Dominic Corea. The next regular meeting of the City Council was
scheduled for Tuesday, October 19, 1993, 7:00 p.m., at the Council
Chambers, 300 Centennial Way. "^
