JORDAN, CHIEF OF POLICE Agenda Item Reviewed: City Manager Finance Director VEHICLE PURCHASES — HONDA POLICE MOTORCYCLES The purpose of this report is to provide the Department with a recommendation for the efficient and cost effective procurement of the Department's enforcement motorcycle fleet. Five (5) Police Department _motorcycles are in need of replacement. The Department has determined the need to purchase five (5) Honda ST1300 -PA police motorcycles. The price of emergency vehicle equipment is included in the cost of the motorcycle. Radio and communications equipment is installed at the Orange County Communications radio repair facility. RECOMMENDATION It is recommended the City Council authorize: 1. The purchase of five (5) 2012 Honda ST1300 -PA motorcycles from Huntington Beach Honda in Huntington Beach, California, in the amount of $134,590.80 (including tax, license, fees, delivery, police equipment, and installation). 2. The additional change -over costs for radio and communications equipment on five (5) 2012 Honda ST1300 -PA motorcycles from Orange County Communications in Orange, California, in the amount of $12,388.75. FISCAL IMPACT Adequate funds have been budgeted, and are currently available in the Equipment Replacement Fund in the amount of $146,979.55. Vehicle Purchase — Honda Police Motorcycles August 20, 2013 Page 2 of 5 BACKGROUND /DISCUSSION Since the Department's move to Harley Davidson motorcycles in 2006, there have been significant advances in police motorcycle technology, performance, and safety. During the months of February and March of 2013, the Traffic Unit conducted side -by- side comparisons of the Harley Davidson FLHTP, the BMW R 1200 RT -P, and Honda ST1300 -PA. These three motorcycles are the most commonly and widely utilized police motorcycles. The Kawasaki Concours 1400 -P currently in use by some agencies has been taken off the market, due to an electrical problem. Kawasaki is currently not giving an estimated time for the return of the Concours to the marketplace. During this evaluation of the three motorcycles, we evaluated a variety of aspects of the motorcycles. Using a combination of the Traffic Unit's testing, coupled with the October 2012 evaluation by the Los Angeles County Sheriffs Department, we concluded the Honda ST1300 -PA surpassed the other tested motorcycles in several evaluated areas. Through our research, we also discovered numerous agencies in Orange County currently utilize the Honda ST1300 -PA. The Tustin Police Department is the only agency in Orange County still utilizing the Harley Davidson police motorcycle. The areas evaluated were Safety Considerations, Ergonomics /Rider Comfort, and Maintenance Expenses. This comparison also included the cost of each motorcycle with standardized equipment. We found the Honda ($26,918) was slightly less compared to the Harley Davidson ($27,193) and the BMW ($26,981). Safety Considerations • Weight of the motorcycle, effecting agility and maneuverability. The Honda weighs approximately 150 pounds less than the Harley Davidson. • Stopping Distance: At 40 MPH, the Honda's stopping distance varies between 3 and 5 feet shorter over varying surfaces. At higher speeds the difference would be even greater. This is a dramatic improvement over the current stopping distance of the Harley Davidson. • Linked /Integrated Braking: The Honda is equipped with linked braking. When either brake (front or rear) is applied, both front and rear brakes are proportionately applied to stop the motorcycle in the most effective manner, allowing for improved rider safety. The Harley does not have linked brakes. The front and rear brakes are independently controlled. • Improved Acceleration: The Honda accelerated faster than the Harley Davidson. The most dangerous locations for motorcyclists are intersections. This acceleration rate allows the officer to stop a motorist faster with less exposure to intersections. The average Honda traffic stop will occur in over a dramatically shorter distance, decreasing the officer's exposure to intersection cross traffic and other deadly hazards. • Improved Lighting: The headlamp on the Honda is far brighter on a normal setting, diffused over a wider portion of the roadway. The updated emergency lighting equipment on the Honda is designed in a concave configuration increasing the visibility of the red and blue lights when operating under emergency conditions. • Adjustable Windscreen: The Honda windscreen can be adjusted to the rider's height and preference. At slow speeds the windscreen can be dropped to allow the officer to have maximum visibility, while at higher speeds the windscreen can be raised to block wind. Wind can affect the officer's vision and the clarity of his radio traffic. The Harley Davidson windscreen is not adjustable, at a fixed height. Ergonomics / Rider Comfort • Decreased Engine Heat: The Honda engine, at its maximum temperature runs 1620 cooler than the Harley Davidson. This heat exposure decreases rider fatigue over the course of a full shift. The Honda engine is liquid cooled, while the Harley Davidson is air cooled. The frequency of starts and stops by a police motorcycle lends the motorcycle to overheating. The Harley Davidson's air cooled engine struggles to start when it reaches near its maximum heat. The Honda's liquid cooled engine starts every time and rarely overheats. • The seating position on the Honda encourages the rider to have better posture and decreases the amount of continuous pressure on the lower back. • Less vibration: The Honda provides a smooth ride at all speeds, with little to no excess vibration. The Harley Davidson's excessive vibration increases rider fatigue over a full shift as well as causing various parts to have frequent mechanical issues. Maintenance Expenses • As motorcycles age, the cost the of maintenance increases. All of the motorcycles currently in the Department's fleet are beyond their original manufacturer's warranty. The Honda comes with a three year warranty from the date of purchase. Recently the cost of operating the Harley Davidsons has increased dramatically. The Traffic Unit has found they are taking motorcycles out of service on a much more frequent basis for a variety of issues. This is a time consuming process requiring the officer to travel to and from the dealership for service. This extra time takes away from the officers' time in the field and their primary function of providing traffic safety to the community. • In comparing average cost per mile of all three tested motorcycles, the Honda has the lowest maintenance cost per mile. The five (5) police motorcycles listed below are requested to be replaced in fiscal year 2013/2014, due to a combination of scheduled rotation, high mileage, performance issues, and increased frequency of non - routine maintenance issues. They will all be replaced by Honda ST1300 -PA motorcycles. There is currently no State Contract pricing for Honda ST1300 -PA motorcycles and as a result, the Traffic Unit contacted all local Honda motorcycle dealerships to obtain the lowest bid with the best total package. The only Honda motorcycle dealership willing to provide a quote was Huntington Beach Honda, who is the only dealership willing to provide the motorcycle with all the required police equipment, with the exception of communication equipment. The Traffic Unit contacted other local police agencies who have recently purchased Honda police motorcycles and found that all other agencies had purchased their motorcycles from Huntington Beach Honda. Huntington Beach Honda was selected as they are the sole provider, but also due to the close proximity of their dealership, total cost in relation to other police motorcycle brands and customer service reputation in the industry. The BMW R 1200 RT -P and the Harley Davidson FLHTP are more expensive than the Honda ST1300 -PA. Vendor Total Cost per Vehicle Huntington Beach Honda $26,918.16 Communications Equipment Change -over Costs Orange County Communications provides changeover services for radios on police motorcycles. OC Communications is administered by the Orange County Sheriffs Department and is presently the sole provider of service on our current motorcycle fleet's radios and communications equipment. Estimated Cost per Changeover Orange County Communications — $2,477.75 Surplus Retired Motorcycles All retired motorcycles will be considered surplus and the Public Works Department will dispose of remaining surplus motorcycles at the next available public auction and credit the net proceeds to the applicable City Revenue Fund.
