STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: AWARD CONTRACT FOR THE NEWPORT AVENUE BICYCLE TRAIL RECONSTRUCTION BETWEEN MAIN STREET AND IRVINE BOULEVARD PROJECT CIP 70219 SUMMARY Staff is requesting that the City Council award a construction contract to the lowest responsive /responsible bidder for the Newport Avenue Bicycle Trail Reconstruction between Main Street and Irvine Boulevard Project CIP 70219. RECOMMENDATION It is recommended that the City Council award a construction contract to the lowest responsive /responsible bidder, Golden State Constructors, Inc., in the amount of $421,689.00, for the Newport Avenue Bicycle Trail Reconstruction between Main Street and Irvine Boulevard Project CIP 70219 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT Sufficient funds in the amount of $475,000 have been budgeted and appropriated in the Fiscal Year 2013 -2014 Capital Improvement Program Budget. The total State Proposition 1B SLPP Formula Grant Funds awarded to the City of Tustin for the project is $200,000. Cities are required to provide a dollar- for - dollar match, using Measure M1 Turnback or Measure M2 Fair Share Funds. Measure M1 Turnback Funds in the amount of $200,000 have been budgeted and appropriated for the City of Tustin's match. Additional funding is provided with Assembly Bill 2766 Motor Vehicle Registration Subvention Funds in the amount of $75,000. DISCUSSION On December 18, 2012, the City Council approved Cooperative Agreement No. C -2 -1852 with the Orange County Transportation Authority (OCTA) for implementation of the Newport Avenue Bicycle Trail Reconstruction between Main Street and Irvine Boulevard Project under the State -Local Partnership Program (SLPP) Formula Grant. The California Transportation Commission (CTC), at their March 5, 2013 meeting, approved the allocation of SLPP Funds in the amount of $200,000 for this project. The proposed project will replace /upgrade the existing asphalt concrete Class I off -road bicycle trail with a Portland cement concrete (PCC) trail along the west side of Newport Avenue between Main Street and south of Irvine Boulevard. The project includes removal of existing improvements; construction of a new 10 foot wide PCC bicycle trail; construction of a new 6 foot wide PCC sidewalk adjacent to the curb; installation of a landscape strip between the bicycle trail and sidewalk with an automatic irrigation system; enlargement of existing tree wells; replacement of trees; replacement of existing curb ramps to be in compliance with current federal Americans with Newport Avenue Bicycle Trail Reconstruction Project August20, 2013 Page 2 Disabilities Act (ADA) requirements; and replacement of striping and pavement markings. The Engineer's Estimate was $472,310. Formal bids were publicly opened on July 25, 2013 and reviewed by Public Works. It is recommended that the City Council award the construction contract to the lowest responsive /responsible bidder, Golden State Constructors, Inc., for the Newport Avenue Bicycle Trail Reconstruction between Main Street and Irvine Boulevard Project CIP 70219 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. v'Uvrnti/ Stack, P.E.
