SUBJECT: AWARD CONTRACT FOR THE MCFADDEN AVENUE REHABILITATION
BETWEEN MANTLE LANE AND PASADENA AVENUE PROJECT CIP NO.
70213 AND THE IRVINE BOULEVARD REHABILITATION BETWEEN
PROSPECT AVENUE AND HOLT AVENUE PROJECT CIP NO. 70218
SUMMARY
Staff is requesting that the City Council award a construction contract to the lowest
responsive /responsible bidder for the McFadden Avenue Rehabilitation between Mantle Lane and
Pasadena Avenue Project CIP 70213 and the Irvine Boulevard Rehabilitation between Prospect
Avenue and Holt Avenue Project CIP 70218.
RECOMMENDATION
It is recommended that the City Council award a construction contract to the lowest
responsive /responsible bidder, Sequel Contractors, Inc., in the amount of $771,728.55, for the
McFadden Avenue Rehabilitation between Mantle Lane and Prospect Avenue Project CIP 70213
and the Irvine Boulevard Rehabilitation between Prospect Avenue and Holt Avenue Project CIP
70218 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of
the City.
FISCAL IMPACT
Sufficient funds in the amount of $827,000 have been budgeted and appropriated in the Fiscal
Year 2013 -2014 Capital Improvement Program Budget. The total State Proposition 1 B SLPP
Formula Grant Funds awarded to the City of Tustin for these projects is $358,000, which includes
the City of Santa Ana's formula share for their portion of the McFadden Avenue Rehabilitation
Project in the amount of $73,500. Cities are required to provide a dollar- for - dollar match, using
Measure M1 Turnback or Measure M2 Fair Share Funds. Measure M1 Turnback Funds in the
amount of $395,500 have been budgeted and appropriated for the City of Tustin's match. In
addition, $73,500 of General CIP Funds have been budgeted and appropriated to cover the up-
front costs of the City of Santa Ana's match for the McFadden Avenue Rehabilitation Project, which
will be reimbursed under a cooperative agreement with the City of Santa Ana.
DISCUSSION
On December 18, 2012, the City Council approved Cooperative Agreement No. C -2 -1857 with the
Orange County Transportation Authority (OCTA) for implementation of the McFadden Avenue
Rehabilitation between Mantle Lane and Pasadena Avenue Project and the Irvine Boulevard
Rehabilitation between Prospect Avenue and Holt Avenue Project under the State -Local
Partnership Program (SLPP) Formula Grant. The California Transportation Commission (CTC), at
their March 5, 2013 meeting, approved the allocation of SLPP Funds in the amount of $358,000 for
these projects, which includes the City of Tustin's formula share in the amount of $284,500 and the

City of Santa Ana's formula share in the amount of $73,500 for their portion of the McFadden
Avenue Rehabilitation Project.
The southerly twenty (20) feet of the existing street right -of -way on McFadden Avenue between
Mantle Lane and the 55 Freeway, lies within the City of Santa Ana. The City Council approved a
Cooperative Agreement between the City of Tustin and the City of Santa Ana for the McFadden
Avenue Rehabilitation Project on January 15, 2013. Under the Agreement, the City of Tustin will
act as the lead agency for the project. The City of Tustin will invoice Caltrans directly for the City of
Santa Ana's formula share of SLPP Funds and the City of Santa Ana will reimburse the City of
Tustin for their required match.
The proposed pavement rehabilitation on McFadden Avenue and Irvine Boulevard consists of
localized removal and replacement of severely distressed asphalt paving; grinding of existing
asphalt paving along roadway edges; construction of a new asphalt rubber hot mix (ARHM)
overlay; removal and replacement of damaged curb & gutter and sidewalks; replacement of
existing curb ramps to be in compliance with the current federal Americans with Disabilities Act
(ADA) requirements; replacement of traffic signal detector loops; replacement of striping and
pavement markings; and adjustment of manhole rims and valve boxes to grade. The Engineer's
Estimate was $806,253.
Formal bids were publicly opened on August 6, 2013 and reviewed by Public Works. Five (5) bids
were received and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for Sequel Contractors, Inc.
and has determined that they are appropriate for the subject project.
