REGULAR MEETING OF THE CITY COUNCIL

SEPTEMBER 20, 1993
I. CALL TO ORDER/PLEDGE OF ALLEGIANCE
The meeting was called to order by Mayor Potts at 7:00 p.m. at the
Council Chambers, 300 Centennial Way, Tustin, California. The
Pledge of Allegiance was led by Councilmember Puckett.

1. APPROVAL OF MINUTES - SEPTEMBER 7, 1993 REGULAR MEETING
Recommendation: Approve the City Council Minutes of
September 7, 1993.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of
$2,285,702.21 and ratify Payroll in the amount of
$306,422.42.

3. RESOLUTIONS TO CONTRACT FOR HEALTH BENEFITS WITH PUBLIC
EMPLOYEES RETIREMENT SYSTEM
Recommendation: Adopt the following Resolution Nos. 93-100
through 93-104 authorizing the City Manager to contract
with the Public Employees Retirement System (PERS) for
health benefits for all employees who are PERS members
^' effective January 1, 1994 as recommended by Personnel
Services:

9. AGREEMENT WITH SOUTHERN CALIFORNIA REGIONAL RAIL AUTHORITY TO
INSTALL AND MAINTAIN RAILROAD PRE-EMPTION EQUIPMENT FOR THE
RED HILL AVENUE/EDINGER AVENUE TRAFFIC SIGNAL
Recommendation: Approve and authorize the Mayor and City
Clerk to execute subject agreement; and approve a
supplemental budget appropriation in the amount of
$5,000.00 form unallocated Measure "M" Turnback Funds to
complete this project as recommended by the Public Works

10. AWARD OF CONTRACT FOR WATER MAIN REPLACEMENT ON MOUNTAIN VIEW

recommended by the Public Works Department/ Engineering
Division.

Recommendation: Adopt Resolution No. 93-99 approving Final
Tract Map No. 14782 as recommended by the Community

12. DECLARATION OF SURPLUS VEHICLES AND WORK EQUIPMENT
Recommendation: Declare specified equipment surplus and
not required for public use and authorize the Public Works
Department to dispose of equipment in accordance with
Ordinance No. 871 as recommended by the Public Works
Department/Field Services Division.

1. SELECTION OF PLANNING COMMISSIONERS, PARKS AND RECREATION
COMMISSIONERS, AUDIT COMMITTEE MEMBERS, AND CULTURAL RESOURCES
ADVISORY COMMITTEE MEMBERS
Mayor Potts explained that following the tally of points, a
Council motion and vote would be required to formally appoint
the successful candidates.
The Council cast their votes for the following Planning
Commission candidates (two vacancies): Al Baker, Cheryl Bell,
Don Biery, Lucien Bone, Charles Golden, David Hansen, Eldon
Larkin, Dennis Pedersen, Bonnie Saba, Don Sherwold, and Kathy
Weil.
(Initial representation: JP - Mayor Potts; TS - Mayor Pro Tem
Saltarelli; LP - Councilmember Pontious; CP - Councilmember
Puckett; and JT - Councilmember Thomas.)

Commission.

Recreation Commission candidates (four vacancies): Don Biery,
Joe Dias, Eldon Larkin, Isabel Monje, Terri Neal, Kenneth
Royal, Bonnie Saba, Bernard Silver, Margarete Thompson, and
David Werksman.

X. NEW BUSINESS
I. NAME PROPOSAL - SPORTS PARR
It was _moved by Potts, seconded by Pontious, to name the park
Tustin Sports Park.
Motion carried 5-0.
2. INTERVIEWS FOR TUSTIN COMMUNITY FOUNDATION BOARD OF DIRECTORS
s The Council interviewed the following candidates who were
present: Cheryl Bell, James Farley, Patricia Godfrey, Laverne
Laskey, Terry Riggins, and Richard Scherr.
Councilmembers Thomas and Puckett stated their desire to be
appointed to the Foundation's Board of Directors.
Councilmember Pontious requested Margarete Thompson be
included as a candidate for Tustin Community Foundation Board
of Directors. Council concurred.
The Council cast their votes for the following Tustin
Community Foundation Board of Directors candidates (five
vacancies): Cheryl Bell, James Farley, Nancy Fontaine,
Patricia Godfrey, Phil Hall, Laverne Laskey, Bernard McLean,
George Mabee, Terry Ann Riggins, Richard Scherr, and Margarete
Thompson.
Final point tally was as follows:
It was moved by Thomas, seconded by Saltarelli, to appoint
Terry Ann Riggins (20 points), Richard Scherr (16 points),
James Farley (14 points) Margarete Thompson (12 points), and
Cheryl Bell (10 points) to the Tustin Community Foundation
Board of Directors.
Motion carried 5-0.
It was moved by Potts, seconded by Pontious, to nominate
Councilmember Thomas to serve on the Tustin Community
Foundation Board of Directors.

Councilmember Thomas noted that in addition to Board members,
many volunteers would be needed to raise funds and encouraged
the unsuccessful Board candidates to continue their interest
by participating as a fund raiser.
3. 1993 CALIFORNIA TRADE AND COMMERCE GRANT APPLICATION
It was moved by Puckett seconded by Pontious, to agendize
this item.
Motion carried 5-0.
Christine Shingleton, Assistant City Manager, reported that
the California Trade and Commerce Agency had recently created
the California Defense Adjustment Matching Grant Program
providing funding for cities and counties impacted by cutbacks
in defense spending and military base closures. These funds
were intended to offset local government federal grant
assistance matching fund requirements associated with the
development of military base reuse plans and other defense
conversion programs. She said the City received an award of
$750,000.00 and had applied and would be receiving a
$88,500.00 grant from the federal Office of Economic
Adjustment for community planning assistance necessary for the
development of a reuse plan for the Marine Corps Air Station
(MCAS), Tustin. The office of Economic Adjustment grants —
required that the City commit to fund a portion of the cost
associated with the development of the base reuse plan
required for the closure of MCAS, Tustin, estimated at
approximately $169,855.00. She stated the grant application
deadline was October 1, 1993, requiring immediate Council
action.
It was moved by Thomas seconded by Saltarelli, to adopt the
following Resolution No. 93-108 approving (1) the filing of
an application to the California Trade and Commerce Agency for
a California Defense Adjustment Matching Grant to offset
planning costs associated with the City's development of a
reuse plan for Marine Corps Air Station, Tustin, and (2)
appointment of the Assistant City Manager or her authorized
representative as the agency to apply, approve, sign and
execute in the name of the City any documents necessary for
applying for funding under the California Trade and Commerce
Agency's Defense Adjustment Matching Grant Program and for
entering into an agreement, including any amendments thereto,
with the Trade and Commerce Agency in the event that funding
is awarded under that program:

Councilmember Puckett wished Donna Emory, Executive

2. BUS STOP SHELTERS
Councilmember Thomas requested a status report on bus stop
shelters.
3. PROPOSITION 174
Councilmember Thomas stated he had received telephone calls
regarding Tustin Unified School District's position on
Proposition 174 and noted that citizens concerned about the
issue should contact the Tustin Unified School District Board
of Education directly.
Mayor Potts requested residents study Proposition 174
thoroughly prior to voting on the issue.
4. OCTOBER 41 1993 COUNCIL MEETING
Councilmember Thomas stated he would be absent for the October
4, 1993 Council meeting because he would be on vacation.
S. WELCOME HOME - DONNA PUCKETT
Councilmember Puckett welcomed his wife, Donna, back home
after a two-week stay in Kansas.
6. RED LEFT -TURN ARROWS
Mayor Potts requested that the staff report regarding left -
turn arrow movements contain information on whether flashing
red arrow signals were feasible.

Xv. ADJOURNMENT
Mayor Potts adjourned the meeting at 7:50 p.m. The next regular
meeting of the City Council was scheduled for Monday, October 4,
