The ETSP permits commercial recreation facilities including tennis, racquetball, bojivliing, ice skating, athletic cribs and similar uses subject to the approval of a Conditional Use Permit (CUP). Tustin City Code Section 9299b3(f) authorizes the Zoning Administrator to review applications for minor conditional use perMits for existing developments where there 'Y�JoUd be no change of primary use, there would be no expansion of floor area, and the request vviou1d not alter the original intent of the project or site. BACNOROUND Location The project site is located Nvifiihin the Tustin Market Glace shopping center and bounded by the Santa Ana (1 -5) Freea��ay to the southwest, Jamboree Road to the southeast, Bryan Avenue to the northeast, and liyuord Road on the northwest. The tenant space is located in the North Village area of the Tustin Market 'dace and is currently occupied by the JM Rug retail business. The proposed tenant space is located in the middle ou the shopping center and surrounded by the parking lot. Due to the distance from residential uses and the 'Fact that the fitness activities tij�jill occur inside fiche building, no impacts to the existing residential uses are anticipated. The fitness training offered by Orange-theory is based on an interval workout concept which uses cardiovascular and strength training, Trainers manage small groups v�jhich circulate through the equipment for varying time intervals, Equipment at the facilities includes treadmills, rowing machines, strider bikes, free weights, and a `u RX suspension training area. The goal of the training is to produce 12 to 20 minute intervals of training at 84% or higher of maximum heart rate `ter an individual. Training sessions consist of 60 minute workouts. All training would occur indoors at the facility. The facility Yvill include approximately 2,100 square feet of fitness area with the additional square footage dedicated to a reception /retail area and rest,rooms and shower facilities. The fitness area is an open space consisting primarily of machines against the walls. Tenant improvements tij�jill be required for interior walls partitions and utilities. Minimal exterior improvements will involve relocation of doors and glazing to match the existing storefront.
