SANTA ANA RIVER PROJECT
SUMMARY
The attached Resolutions Nos. 98-41 and 98-42 request additional funds from both the State and
Federal governments for the Santa Ana River Mainstream Project
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 98-41 in support of increased
funding for F.Y. 1998-99 of the Army Corps of Engineers Civil Works Construction Program and
Resolution No. 98-42 in support of funding the State Flood Control Subvention for F.Y. 1998-99.
FISC.M~ IMPACT
Every year of delay in the completion of the Seven Oaks Dam means a corresponding delay in the
elimination of the FEMA 100 year flood plain and the requirement that owners of property in the
flood plain purchase flood insurance. Orange County properties located within the Santa Ana River
Flood Plain pay total premiums of approximately $15 million annually.
DISCUSSION
The Army Corps of Engineers' general construction funds were cut from $1.47 billion to $794
million for the F.Y. 1998-99. This reduction in construction funding may result in the delay of the
start of construction of the Prado Dam Project and the shut down of the construction of the Seven
Oaks Dam.
With the possibility that surplus funds will be available in both the State and Federal budgets this.
year, the Santa Ana River Flood Protection Agency (SARFPA) is seeking support from member
agencies in requesting additional funding be made available for the Santa Ana River Mainstream
Project. The need to complete the Santa Ana River Mainstream Project in a timely manner has
been highlighted by the flooding that has occurred in Southern California in the last few years.
Destruction from a design storm on the Santa Ana River could cause damages exceeding $15
billion. Since fiscal 1990 the Congressional Appropriation Subcommittees on Water and Energy
Development has been consistent in providing funds necessary to maintain the planned schedule of
construction for the Santa Ana River Project. As a result, Seven Oaks Dam is approximately 70%
complete, the Lower Santa Ana River is nearly 90% complete, the Oak Street Drain is complete
and work has commenced on the San Timoteo Feature.
The Santa Ana River Mainstream Project completion is important to the well being of all citizens of'
Orange County and staff recommends adoption of the attached resolutions.

As you probably know, this is a critical time for funding of the Santa Ana River Mainstem ·
Project. The Army Corps of Engineers' general construction funds were cut from $1.47 billion
to $794 million for the 1998/99 fiscal year. This will have a devastating affect on this project. It
is conceivable that construction of the Seven Oaks Dam may be shut down, and the new start of
construction on the Prado Dam project will be delayed.
With the likelihood that surplus funds will be available in both the State and Federal budgets this
year, the Santa Ana River Flood Protection Agency (SARFPA) Executive Committee is seeking
support for their request for additional funding.
At our meeting of April 6th, the City of Huntington Beach City Council approved the attached
resolutions. We also voted to request that the other Cities in Orange Count3, join us in requesting
additional funds for the Santa Ana River Mainstem Project from both the State and Federal
governments. Would you agendize our request before your City Council, and join us in assuring
that this project continues to move forward. We believe it is important to the well being of all
the citizens of Orange County. Thank you for your attention.

RESOLUTION NO. 98-41
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, SUPPORTING INCREASED FUNDING
FOR THE FISCAL YEAR 1998-99 OF THE ARMY CORPS OF
ENGINEERS CIVIL WORKS CONSTRUCTION PROGRAM
WHEREAS, the Santa Ana River in Orange County, California, is recognized
by the Federal Government as the worst flood threat west of the Mississippi
River; and
WHEREAS, the Santa Ana River Mainstem Project has been planned and
under construction for the past 1.0 years by the Army Corps of Engineers; and
WHEREAS, if adequate funding as requested by the Army Corps of
Engineers is not provided, the existing construction will take many years to
complete, placing the program's widespread benefits in considerable jeopardy;
and
WHEREAS, without the completion of the Santa Ana River Mainstem
Project, millions of residents within the floodplain of the Santa Ana River will
remain subject to the perils of disastrous flood, that could cause the loss of
3,000 lives and property damage amounting to $15 billion; and
WHEREAS, floods from the Santa Ana River would destroy interstate
transportation facilities, railroads and highways, and have long term affects on
business activities on a national level; and
WHEREAS, the lack of adequate funding for the construction of the Santa
Ana River Project will increase the probable commitment of FEMA funding and
long term insurance requirements;
THEREFORE, be it resolved that Congress is urged to provide funding in
fiscal year 1999 to allow the Army Corps Construction Projects to proceed as
planned and complete the construction of on-going projects in a timely manner.
PASSED AND ADOPTED by the City Council of the City of Tustin at a
regular meeting held on the 4th day of May, 1998.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, SUPPORTING FUNDING OF THE
STATE FLOOD CONTROL SUBVENTION FUNDING FOR
FISCAL YEAR 1998-99
WHEREAS, flood control is an important and vital government function in
order to protect potential loss of life and property; and
WHEREAS, the State of California has historically supported federally
funded flood control projects by funding 70% of the local costs of subjec~
projects by the Flood Control Subvention Program; and
WHEREAS, the State of California has failed to adequately meet its
commitment to the Subvention Program because of lack of adequate funding;
and
WHEREAS, the State of California has an opportunity in fiscal year 1998-99
to make up the deficiency in funding of the Subvention Program in the General
Fund Budget and/or proposed water bond issues; and
WHEREAS, the residents within the floodplain of the Santa Ana River will
be required to continue the payment of FEMA mandated flood control insurance
if the Santa Ana River Mainstem Project is not completed; and
WHEREAS, without the State Subvention Program, millions of residents
within the floodplain of the Santa Ana River will remain subject to the perils of a
devastating flood that could result in thousands of lost lives and $15 billion of
property damage; and
WHEREAS, without the State Subvention Program, it will not be possible to
complete the on-going construction of the Santa Ana River Mainstem Project in a
timely manner as now planned; and
WHEREAS, a major flood in Orange County would not only affect the
population within the floodplain, but would also have major statewide and
federal impacts because of the disruption of transportation facilities and
business activity; and
WHEREAS, many counties throughout the State are similarly affected by
the lack of funding of the Subvention Program; ~

THEREFORE, be it resolved that the City Council of the City of Tustin, urges
that: (1) the State of California fund at least $175 million for the Flood Control
Subvention Program in the 1998-99 General Budget, and (2)If a bond measure
that includes flood control subvention funds is approved by the voters in
November 1998, then a like amount could be reimbursed to the General Fund if
deemed appropriate by the State.
PASSED AND ADOPTED by the City Council of the City of Tustin at a
regular meeting held on the 4th day of May, 1998.
