TERM EXPIRATIONS FOR COMMISSIONS/COMMITTEES
SUMMARY: Staff is seeking Council direction regarding Commissiori/Committee
term expirations for the Planning Commission, Parks and Recreation
Commission, Audit Committee and the Cultural Resources Advisory Committee.
With the changing of the election date from April to November does the Council
wish to: (1) maintain current July term expiration dates or (2) change the date
for term expirations from July to February to coincide with the November election
date.
RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
On March 18, 1991, the City Council adopted Ordinance No. 1058 which changed
term expiration dates from February to July for members of the Planning
Commission, Parks and Recreation Commission, Audit Committee, and Cultural
Resources Advisory Committee. This change was implemented when the City
Council changed the date of their General Municipal Election from November to
April in 1990. The July expiration dates gave the City Council an opportunity to
appoint members of Commissions/Committees within 90 days following an
election.
On October 20, 1997, with the adoption of Ordinance No. 1187, the City Council
changed the date of the General Municipal Election from April to November 1998.
Due to this change, the City Council may want to consider changing the term
expiration dates for Commissions/Committees from July to February to coincide
with the November election.
Following is a list of Commission/Committee term expirations that will occur in
July 1998:

Parks and Recreation Commission: Kenneth'Eckman, Karen Hillyard and Ken
Royal
Audit Committee and Cultural Resources Advisory Committee: No vacancies
occur during 1998.
Should the City Council decide to change the terms to February, staff will notify all
Commission/Committee members and prepare an Ordinance for City Council
adoption changing the dates of term expirations from July to February for members
of the Planning Commission, Parks and Recreation Commission, Audit Committee
and Cultural Resources Advisory Committee. In the past when the terms were
changed, the ordinance was written to reflect specific term expiration dates and
Commission/Committee members drew lots to determine assignment of those
terms. As an example, all Planning Commission terms could expire on February 15,
1999; Council would then select new or incumbent members by ballot; and newly
selected members would draw lots to determine staggered one year or two year
terms.
If Council decides to retain the July expiration dates, staff will begin the recruitment
process by issuing a press release and requesting applications for City Council
review. Following receipt of applications from interested candidates, staff will
agendize the. matter and request the City Council set the date and time for
interviews.
