RECOMMENDATION
That the Tustin City Council adopt the attached Resolution No. 98-31 approving the plans and
specifications for the Rehabilitation of the restrooms at Frontier and Pine Tree Parks and authorizing
the City Clerk to advertise for bids.
FISCAL IMPACT
Funding for the rehabilitation and construction of the Fromier Park restrooms and shade trellis is being
provided through CDBG ($72,135), Redevelopment Agency ($33,433) and Park Development funds
($76,891). Funding for the rehabilitation and construction of the Pine Tree Park is being provided
through the Capital Project Fund ~)20 ($126,500).
BACKGROUND
This project will provide for the renovation of restroom facilities at Pine Tree and Frontier Parks to
comply with ADA and Uniform Building Code requirements. Existing facilities will be demolished and
new restroom buildings, that are approximately 570 sq. ft each, will be constructed. Other work
includes modifi~om to existing stairs, handrails and walkways. In addition, the project at Frontier
Park includes the construction ora 670 sq. ff. shade trellis to cover the picnic area (Attachment B).

The Authorization to Advertise for Bids for Frontier Park was previously approved at the
December 12, 1996, City Council meeting. Due to problems with insurance provided by the
proposed contractor, the original project was canceled. To take advantage of the economics of
scale, the projects are being bid together.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZATION TO ADVERTISE FOR BIDS FOR FRONTIER
PARK/PINE TREE PARK RESTROOM REHABILITATION (PROJECT
NOS. 200030/400034)
WHEREAS, it is the intention of the City of Tustin, California to renovate the
restroom facilities at Frontier and Pine Tree Parks; and
WHEREAS, the Parks and Recreation Services Department has presented plans and
specifications for the construction of said works; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the Parks and Recreation Services Department are hereby approved as the plans
and specifications for; Frontier Park/Pine Tree Park Restrooms;
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt and sealed bids or proposals for the
completion of work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 20th day of April, 1998.
